  1.1                          A bill for an act 
  1.2             relating to education; establishing a grant program to 
  1.3             prevent violence through the creation and development 
  1.4             of songs, performances, and educational resources; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [GRANT PROGRAM FOR VIOLENCE PREVENTION THROUGH 
  1.8   THE DEVELOPMENT OF SONGS, PERFORMANCES, AND RECORDED EDUCATIONAL 
  1.9   RESOURCES.] 
  1.10     Subdivision 1.  [GRANT PROGRAM.] The commissioner of 
  1.11  children, families, and learning shall administer a grant 
  1.12  program to fund statewide programs to create and develop popular 
  1.13  songs, performances, and recorded educational resources based on 
  1.14  peer education models that promote increased awareness and 
  1.15  prevention of race- and sex-based harassment and abuse, 
  1.16  emotional violence, and interpersonal violence.  Programs 
  1.17  eligible for grants must use a combination of music 
  1.18  professionals and prevention specialists in the delivery of the 
  1.19  service, and use a peer education model that uses researched and 
  1.20  proven content in training youth to participate in creating 
  1.21  songs, in performing songs in the community, and in recording 
  1.22  songs in the studio.  Programs must provide the source material, 
  1.23  the training program, develop the recorded educational 
  1.24  materials, and provide community performances. 
  1.25     Subd. 2.  [GRANT PROCEDURE.] Programs may apply for a grant 
  2.1   by submitting an application to the commissioner.  The 
  2.2   commissioner may distribute grants to one or more programs 
  2.3   meeting the criteria described in subdivision 1. 
  2.4      Sec. 2.  [APPROPRIATION.] 
  2.5      $....... is appropriated for the fiscal year ending June 
  2.6   30, 2000, and $....... is appropriated for the fiscal year 
  2.7   ending June 30, 2001, from the general fund to the commissioner 
  2.8   of children, families, and learning to administer the grant 
  2.9   program and make the grants described in section 1.
