  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing the transfer to 
  1.3             the city of Oakdale of certain tax-forfeited land that 
  1.4             borders public water in Washington county; authorizing 
  1.5             the transfer to the city of Hugo of certain 
  1.6             tax-forfeited land that borders public waters in 
  1.7             Washington county. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TRANSFER OF TAX-FORFEITED LAND; WASHINGTON 
  1.10  COUNTY.] 
  1.11     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.12  282.018, subdivision 1, Washington county shall transfer the 
  1.13  tax-forfeited land bordering public water that is described in 
  1.14  paragraph (c), under the remaining provisions of Minnesota 
  1.15  Statutes, chapter 282. 
  1.16     (b) The conveyance must be in a form approved by the 
  1.17  attorney general and provide that ownership of the land reverts 
  1.18  to the state if development of the land is not limited to the 
  1.19  north 230 feet of Outlot A. 
  1.20     (c) The land to be conveyed is located in Washington county 
  1.21  and is described as follows:  Outlot A, Oakpond Terrace, 
  1.22  Washington County, State of Minnesota. 
  1.23     (d) Washington county has determined that the land is 
  1.24  needed by the city of Oakdale for construction of a new fire 
  1.25  station. 
  1.26     Sec. 2.  [SALE OF TAX-FORFEITED LANDS; WASHINGTON COUNTY.] 
  2.1      (a) Notwithstanding Minnesota Statutes, sections 92.45; 
  2.2   103F.535; and 282.018, subdivision 1, paragraph (a), and the 
  2.3   public sale provisions of Minnesota Statutes, chapter 282, 
  2.4   Washington county may convey to the city of Hugo, without 
  2.5   consideration, the lands bordering public waters that are 
  2.6   described in paragraph (c) under the remaining provisions of 
  2.7   Minnesota Statutes, chapter 282.  
  2.8      (b) The conveyance must be in a form approved by the 
  2.9   attorney general and provide the ownership of the land reverts 
  2.10  back to the state if the property is not used for stormwater 
  2.11  management or open space recreational purposes.  
  2.12     (c) The lands that may be conveyed are located in 
  2.13  Washington county, are designated by Washington county parcel 
  2.14  number 93030-2250, and are described as follows:  
  2.15     The West One-Half (W 1/2) of the Northeast Quarter (NE 1/4) 
  2.16  of Section 30, Township 31 North, Range 21 West, City of Hugo, 
  2.17  Washington County, Minnesota.  
  2.18     (d) The county has determined that the county's land 
  2.19  management interests would best be served if the lands described 
  2.20  in paragraph (c) were transferred to the city of Hugo to allow 
  2.21  improvements to Clearwater Creek, to make more effective use of 
  2.22  storage available on existing wetlands, to create several 
  2.23  regional ponding areas, to reserve areas for future recreational 
  2.24  uses including, but not limited to, nature parks and walking 
  2.25  trails, and to allow extension of various city streets. 
  2.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.27     Sections 1 and 2 are effective the day following final 
  2.28  enactment.
