  1.1                          A bill for an act 
  1.2             relating to education; providing for a pilot program 
  1.3             for state aid to cooperative districts. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [PILOT PROGRAM; STATE-AID PAYMENTS TO 
  1.6   COOPERATIVE UNITS.] 
  1.7      (a) The department of children, families, and learning 
  1.8   shall establish a one year pilot program beginning in fiscal 
  1.9   year 1998 to develop, implement, and evaluate a plan to pay 
  1.10  state aid to a cooperative center, education district, service 
  1.11  cooperative, or intermediate district if a participating 
  1.12  district requests that a portion of the district's state-aid 
  1.13  revenue for special education programs under Minnesota Statutes, 
  1.14  sections 124.32, 124.321, and 124.322; secondary vocational 
  1.15  programs under Minnesota Statutes, section 124.573; secondary 
  1.16  vocational-disabled programs under Minnesota Statutes, section 
  1.17  124.574; or targeted needs under Minnesota Statutes, section 
  1.18  124.314, be paid directly to the cooperative unit providing the 
  1.19  services. 
  1.20     (b) By July 3, 1998, the commissioner of the department of 
  1.21  children, families, and learning shall select up to three 
  1.22  cooperative sites of varied organizational structure, geographic 
  1.23  location, and service provision for implementation of the 
  1.24  program. 
  2.1      (c) Notwithstanding Minnesota Statutes, sections 124.193 
  2.2   and 124.195, cooperative units selected for the pilot program 
  2.3   shall receive state aid for selected aid programs according to 
  2.4   the schedule in Minnesota Statutes, section 124.195, subdivision 
  2.5   7. 
  2.6      (d) Districts requesting that a portion of their state-aid 
  2.7   revenue be paid to a cooperative unit participating in the pilot 
  2.8   program must recognize the amount allocated to the cooperative 
  2.9   unit as revenue and record expenditures for tuition to another 
  2.10  Minnesota school district.  Cooperatives receiving aid must 
  2.11  recognize revenue for educational purposes from another 
  2.12  Minnesota school district and record program expenditures.  
  2.13  Evaluation of the pilot program shall include, but not be 
  2.14  limited to, evaluation of revenue and expenditure data reported 
  2.15  to the department of children, families, and learning by 
  2.16  participating districts and cooperatives on the Uniform 
  2.17  Financial Accounting and Reporting System.
