1.1 A bill for an act 1.2 relating to education; modifying the database access 1.3 program for public libraries and school media centers; 1.4 appropriating money to the higher education services 1.5 office for the database access program; amending Laws 1.6 1998, chapter 398, article 9, section 7, subdivisions 1.7 1 and 2; repealing Laws 1998, chapter 398, article 9, 1.8 section 7, subdivision 3. 1.9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.10 Section 1. Laws 1998, chapter 398, article 9, section 7, 1.11 subdivision 1, is amended to read: 1.12 Subdivision 1. [ESTABLISHMENT.] The commissioner of 1.13 children, families, and learning and the director of the higher 1.14 education services office shall establish a program to provide 1.15 statewide licenses to commercial electronic databases of 1.16 periodicals, encyclopedias, and associated reference materials 1.17 for school media centersand, public libraries, state government 1.18 agency libraries, and public or private college or university 1.19 libraries. The commissioner, in consultation with Minitex and 1.20 in cooperation with the Library Planning Task Force, shall 1.21 solicit proposals for access licenses to commercial vendors of 1.22 the databases. Responses to those proposals shall be evaluated 1.23 by staff of the office of library development and services in 1.24 the department of children, families, and learning, Minitex 1.25 staff, and a representative panel of librarians and school media 1.26 specialistsand public librarians. 1.27 Sec. 2. Laws 1998, chapter 398, article 9, section 7, 2.1 subdivision 2, is amended to read: 2.2 Subd. 2. [ELIGIBILITY.] Access to the selected databases 2.3 shall be made available to aschool or school district that is a2.4member of a multicounty, multitype library system as defined in2.5Minnesota Statutes, section 134.001, subdivision 6, or a public2.6library as defined in Minnesota Statutes, section 134.001,2.7subdivision 2, that is a member of a multicounty, multitype2.8library systemschool media center or library that is eligible 2.9 to participate in MnLINK. With appropriate authentication any 2.10 user ofan eligible librarya school media center or library 2.11 that is eligible to participate in MnLINK may have access to the 2.12 databases from a remote site. 2.13 Sec. 3. [APPROPRIATION.] 2.14 $530,000 in fiscal year 2000 and $530,000 in fiscal year 2.15 2001 is appropriated from the general fund to the director of 2.16 the higher education services office for the database access 2.17 program for public libraries and school media centers. 2.18 Sec. 4. [REPEALER.] 2.19 Laws 1998, chapter 398, article 9, section 7, subdivision 2.20 3, is repealed.
