  1.1                          A bill for an act 
  1.2             relating to education; proposing an amendment to the 
  1.3             Minnesota Constitution, article XIII, section 3; 
  1.4             providing for the governor to appoint candidates to 
  1.5             at-large positions on the board of regents of the 
  1.6             University of Minnesota. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.9      Subdivision 1.  [PROPOSAL TO PEOPLE.] An amendment to the 
  1.10  Minnesota Constitution is proposed to the people.  If the 
  1.11  amendment is adopted, article XIII, section 3, will read: 
  1.12     Sec. 3.  All the rights, immunities, franchises and 
  1.13  endowments heretofore granted or conferred upon the university 
  1.14  of Minnesota are perpetuated unto the university, except that 
  1.15  the governor shall have the power to appoint candidates to 
  1.16  at-large positions on the board of regents of the University of 
  1.17  Minnesota. 
  1.18     Sec. 2.  [SUBMISSION TO PEOPLE.] 
  1.19     The proposed amendment shall be submitted to the people at 
  1.20  the 1998 general election.  The question submitted shall be: 
  1.21     "Shall the Minnesota Constitution be amended to give the 
  1.22  governor the power to appoint candidates to the at-large 
  1.23  positions on the board of regents of the University of Minnesota?
  1.24                                     Yes .......
  1.25                                     No ........"
