  1.1                          A bill for an act 
  1.2             relating to retirement; public employees retirement 
  1.3             association; authorizing a service credit purchase for 
  1.4             previously uncredited clerical employment with 
  1.5             independent school district No. 624, White Bear Lake. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PUBLIC EMPLOYEES RETIREMENT ASSOCIATION; 
  1.8   PURCHASE OF PREVIOUSLY UNCREDITED WHITE BEAR LAKE PUBLIC SCHOOL 
  1.9   CLERICAL SERVICE.] 
  1.10     (a) An eligible person described in paragraph (b) is 
  1.11  entitled to receive credit for one year of allowable service 
  1.12  from the public employees retirement association on June 30, 
  1.13  2001. 
  1.14     (b) An eligible person is a person who: 
  1.15     (1) was born on July 24, 1939; 
  1.16     (2) was initially employed by independent school district 
  1.17  No. 624, White Bear Lake, as a casual clerical employee on March 
  1.18  15, 1971; 
  1.19     (3) was subsequently employed as a full-time clerical 
  1.20  employee by independent school district No. 624, White Bear 
  1.21  Lake, from the 1973-1974 school year until the 1990-1991 school 
  1.22  year; 
  1.23     (4) was subsequently employed as a teacher by independent 
  1.24  school district No. 624, White Bear Lake, from August 26, 1991; 
  1.25  and 
  2.1      (5) was not included in coverage by the public employees 
  2.2   retirement association for full-time clerical employment during 
  2.3   the 1973-1974 school year. 
  2.4      (c) The prior service credit purchase payment must be 
  2.5   determined under Minnesota Statutes, section 356.55 or 356.551, 
  2.6   whichever provision is in effect, and must include the impact of 
  2.7   the purchase on the eligible person's prospective retirement 
  2.8   annuity from the teachers retirement association.  
  2.9   Notwithstanding any provision of Minnesota Statutes, section 
  2.10  356.55 or 356.551, to the contrary, independent school district 
  2.11  No. 624, White Bear Lake, is obligated to pay the full required 
  2.12  service credit payment, including any amount attributable to the 
  2.13  teachers retirement association.  If the school district does 
  2.14  not make payment of the service credit purchase amount by June 
  2.15  30, 2001, the executive director of the public employees 
  2.16  retirement association and the executive director of the 
  2.17  teachers retirement association shall notify the commissioner of 
  2.18  finance of the school district's failure.  Following 
  2.19  notification, the commissioner of finance shall deduct the 
  2.20  required amount from any state aid otherwise payable to 
  2.21  independent school district No. 624, White Bear Lake, and shall 
  2.22  transfer the appropriate amounts to the public employees 
  2.23  retirement fund and the teachers retirement fund. 
  2.24     (d) The eligible person must provide the executive director 
  2.25  of the public employees retirement association with necessary 
  2.26  documentation of the applicability of this section and with any 
  2.27  other relevant information that the executive director may 
  2.28  require. 
  2.29     Sec. 2.  [EFFECTIVE DATE.] 
  2.30     Section 1 is effective the day following final enactment.
