  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for the acquisition and protection of Eagle Creek in 
  1.4             Scott county; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EAGLE CREEK TROUT STREAM; SCOTT COUNTY; 
  1.7   BONDS.] 
  1.8      $9,400,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of the department of natural resources to 
  1.10  acquire and protect the state designated trout stream named 
  1.11  Eagle Creek, together with associated springs, seeps, wetlands, 
  1.12  and adjacent lands within the watershed necessary for the 
  1.13  protection of the creek.  The lands and waters to be acquired 
  1.14  are located in the Minnesota River Valley in Sections 7 and 8, 
  1.15  Township 115N, Range 21W, and Section 13, Township 115N, Range 
  1.16  22W.  These lands and waters shall be established by the 
  1.17  commissioner as an aquatic management area under Minnesota 
  1.18  Statutes, section 86A.05, subdivision 14, of the outdoor 
  1.19  recreation act of 1975. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in this act from the 
  1.22  state bond proceeds fund, the commissioner of finance, on 
  1.23  request of the governor, shall sell and issue bonds of the state 
  1.24  in an amount up to $9,400,000 in the manner, upon the terms, and 
  1.25  with the effect prescribed by Minnesota Statutes, sections 
  2.1   16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.2   XI, sections 4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      This act is effective the day following enactment.
