  1.1                          A bill for an act 
  1.2             relating to state government; terminating the 
  1.3             rulemaking and contested case authority of the Indian 
  1.4             affairs council; directing the office of strategic and 
  1.5             long-range planning and the department of 
  1.6             administration to recommend ways to decentralize state 
  1.7             agencies and departments; amending Minnesota Statutes 
  1.8             2000, section 3.922, by adding a subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 3.922, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 10.  [RULEMAKING.] Notwithstanding section 116J.64, 
  1.13  subdivision 7, or other law, the council does not have authority 
  1.14  to adopt, amend, or repeal rules or to adjudicate contested 
  1.15  cases or appeals.  Rules adopted before the effective date of 
  1.16  this subdivision may continue in effect until amended or 
  1.17  repealed by law. 
  1.18     Sec. 2.  [DECENTRALIZATION.] 
  1.19     It is the policy of the Minnesota legislature to bring 
  1.20  state government services closer to all people of our state in 
  1.21  order to serve them better.  A number of state departments have 
  1.22  offices in all regions of Minnesota, but some do not.  
  1.23     The office of strategic and long-range planning shall make 
  1.24  recommendations identifying methods for immediate and long-term 
  1.25  planning to locate state employment opportunities and facilities 
  1.26  outside the metropolitan area.  The office shall report its 
  1.27  recommendations to the senate finance committee and the house of 
  2.1   representatives ways and means committee by January 15, 2002.
