A bill for an act
relating to transportation; governing appointment of a deputy registrar and
driver's license agent in city of Farmington; repealing Laws 2010, chapter 351,
section 67.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DEPUTY REGISTRAR AND DRIVER'S LICENSE AGENT IN
FARMINGTON.

new text begin (a) The commissioner of public safety shall appoint a deputy registrar of motor
vehicles to operate a new full-service Office of Deputy Registrar, with full authority to
function as a registration and motor vehicle tax collection bureau, located at the city
hall in the city of Farmington. This paragraph applies notwithstanding the provisions of
Minnesota Statutes, section 168.33, and rules adopted by the commissioner of public
safety, governing (1) sites for the office of deputy registrar, including limitations based
on the distance to an existing deputy registrar office or the annual volume of transactions
processed by any deputy registrar; (2) residency requirements for an appointed deputy
registrar; and (3) procedures for county board appointment of a deputy registrar, including
Minnesota Rules, part 7406.0350. All other provisions regarding the appointment and
operation of a deputy registrar of motor vehicles under Minnesota Statutes, section 168.33,
and Minnesota Rules, chapter 7406, apply to the office.

operate a new full-service driver licensing office, with full authority to function as
a licensing agent, located at the city hall in the city of Farmington. This paragraph
applies notwithstanding the provisions of Minnesota Statutes, section 171.061, and
rules adopted by the commissioner of public safety, governing (1) sites for the office,
including limitations based on the distance to an existing licensing agent office or the
annual volume of transactions processed by any licensing agent; and (2) procedures for
county board appointment of a driver's license agent, including Minnesota Rules, part
7404.0350. All other provisions regarding the appointment and operation of a driver's
license agent under Minnesota Statutes, section 171.061, and Minnesota Rules, chapter
7404, apply to the office.

weeks of receipt of an appointment application pursuant to the commissioner's procedures
under Minnesota Rules.
