A bill for an act
relating to cultural heritage; appropriating money for Indian language
preservation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; INDIAN LANGUAGE PRESERVATION.

new text begin (a) $75,000 in fiscal year 2012 and $75,000 in fiscal year 2013 are appropriated
from the arts and cultural heritage fund to the Indian Affairs Council for the working
group on Dakota and Ojibwe Language Revitalization and Preservation created under
Laws 2009, chapter 172, article 4, section 9. Any balance in fiscal year 2012 is available
in fiscal year 2013.

new text begin (b) $550,000 in fiscal year 2012 and $550,000 in fiscal year 2013 are appropriated
from the arts and cultural heritage fund to the Indian Affairs Council to issue grants for
programs to preserve Dakota and Ojibwe Indian languages and to foster educational
programs in Dakota and Ojibwe languages.

Sec. 2. new text begin APPROPRIATIONS; DAKOTA AND OJIBWE LANGUAGE
IMMERSION PROGRAMS.

new text begin (a) $250,000 in fiscal year 2012 and $250,000 in fiscal year 2013 are appropriated
from the arts and cultural heritage fund to the Indian Affairs Council for a grant to the
Niigaane Ojibwe Immersion School and the Wicoie Nandagikendan Urban Immersion
Project.

new text begin (b) Of these amounts, $125,000 each year is available for Niigaane Ojibwe
Immersion School and $125,000 each year is available for Wicoie Nandagikendan Urban
Immersion Project to:

new text begin (1) develop and expand K-12 curriculum;

new text begin (2) provide fluent speakers in the classroom;

new text begin (3) develop appropriate testing and evaluation procedures; and

new text begin (4) develop community-based training and engagement.

new text begin Of the amounts in sections 1 and 2, the Indian Affairs Council may deduct five
percent for administration.
