  1.1                          A bill for an act 
  1.2             relating to capital improvements; providing for 
  1.3             construction of new facilities for the bureau of 
  1.4             criminal apprehension; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [BUREAU OF CRIMINAL APPREHENSION FACILITIES.] 
  1.7      Subdivision 1.  [ST. PAUL FACILITY.] $4,500,000 is 
  1.8   appropriated from the general fund to the commissioner of 
  1.9   administration to construct the new facility for the bureau of 
  1.10  criminal apprehension in St. Paul for which site acquisition and 
  1.11  design money were appropriated in Laws 1998, chapter 404, 
  1.12  section 13, subdivision 11.  The commissioner of administration 
  1.13  may use a design-build method of project development and 
  1.14  construction for this project.  The commissioner may award a 
  1.15  design-build contract on the basis of requests for proposals or 
  1.16  requests for qualifications without bids. 
  1.17     Subd. 2.  [BEMIDJI SATELLITE LABORATORY.] $2,270,000 is 
  1.18  appropriated from the general fund to the commissioner of 
  1.19  administration to pay rent and related costs to acquire by 
  1.20  lease-purchase under Minnesota Statutes, section 16B.24, 
  1.21  subdivision 6a, from the city of Bemidji, and to operate the 
  1.22  satellite laboratory facility in northern Minnesota for which 
  1.23  predesign money was appropriated in Laws 1998, chapter 404, 
  1.24  section 13, subdivision 11.  The appropriation is available 
  1.25  until June 30, 2001.  Approval by the commissioner of finance 
  2.1   and a recommendation from the legislative advisory commission 
  2.2   are not required.  The city of Bemidji may use a design-build 
  2.3   method of project development and construction for this project 
  2.4   and may award a design-build contract on the basis of requests 
  2.5   for proposals or requests for qualifications without bids. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      This act is effective the day following final enactment.
