  1.2             relating to economic development; repealing a 
  1.3             requirement for matching funds for a grant to the 
  1.4             Morrison county rural development finance authority; 
  1.5             amending Laws 1996, chapter 452, section 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1996, chapter 452, section 2, is amended 
  1.8   to read: 
  1.9   Sec. 2.  TRADE AND ECONOMIC
  1.10  DEVELOPMENT                              -0-          5,105,000
  1.11  (a) Minnesota investment fund 
  1.12         -0-          4,000,000
  1.13  This appropriation is for the Minnesota 
  1.14  investment fund under Minnesota 
  1.15  Statutes, section 116J.8731. 
  1.16  Any funds previously appropriated for 
  1.17  the economic recovery grant program 
  1.18  under Minnesota Statutes, section 
  1.19  116J.873, may be spent for the 
  1.20  Minnesota investment fund program. 
  1.21  (b) Minnesota film board 
  1.22         -0-            100,000
  1.23  This appropriation is for the Minnesota 
  1.24  film board and is added to the 
  1.25  appropriation for fiscal year 1997 in 
  1.26  Laws 1995, chapter 224, section 2, 
  1.27  subdivision 4. 
  1.28  (c) Morrison county rural development 
  1.29  finance authority 
  1.30         -0-            750,000
  1.31  This appropriation is for a grant to 
  1.32  the Morrison county rural development 
  2.1   finance authority established under 
  2.2   Laws 1982, chapter 437.  The authority 
  2.3   must use the grant only for capital 
  2.4   improvements to a paper and wood 
  2.5   products manufacturer in the county 
  2.6   primarily for the purposes of facility 
  2.7   upgrading and expansion of the 
  2.8   manufacturer's capability to utilize 
  2.9   recycled wastepaper as a fiber source.  
  2.10  Minnesota Statutes, section 116J.991, 
  2.11  applies to the grant.  The commissioner 
  2.12  shall make the grant only if the 
  2.13  commissioner determines that at least 
  2.14  $500,000 of the grant will be matched 
  2.15  from other sources.  The authority or 
  2.16  any city or county within which the 
  2.17  improvements and equipment are located 
  2.18  may issue general obligation bonds in 
  2.19  accordance with Minnesota Statutes, 
  2.20  chapter 475, to finance the local 
  2.21  match, except that sections 475.53, 
  2.22  475.58, and 475.59, do not apply. 
  2.23  (d) Job Skills Partnership Board 
  2.24         -0-            250,000
  2.25  This appropriation is for the job 
  2.26  skills partnership program and is added 
  2.27  to the appropriation for fiscal year 
  2.28  1997 in Laws 1995, chapter 224, section 
  2.29  2, subdivision 2. 
  2.30     Sec. 2.  [EFFECTIVE DATE.] 
  2.31     Section 1 is effective the day following final enactment.
