  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             for a multijurisdictional, collaborative reinvestment 
  1.4             program. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION FOR FUNDING THE PLANNING PHASE 
  1.7   FOR A MULTIJURISDICTIONAL REINVESTMENT PROJECT.] 
  1.8      Subdivision 1.  $500,000 is appropriated from the general 
  1.9   fund to the commissioner of economic development for a grant to 
  1.10  Hennepin county for the purpose of planning a 
  1.11  multijurisdictional reinvestment program involving Hennepin 
  1.12  county, the cities of Minneapolis, Brooklyn Center, and other 
  1.13  interested cities in Hennepin county, the Minneapolis park 
  1.14  board, and the suburban Hennepin county park district.  The 
  1.15  multijurisdictional program must include plans for housing 
  1.16  rehabilitation and removal, industrial polluted land cleanup, 
  1.17  water ponding, environmental cleanup, community corridor 
  1.18  connections, corridor planning, creation of green space, and job 
  1.19  creation. 
  1.20     Subd. 2.  Hennepin county, working in conjunction with the 
  1.21  metropolitan council, shall report to the legislature in 1996 
  1.22  with its recommendations, funding needs, and potential funding 
  1.23  sources to carry out the multijurisdictional reinvestment 
  1.24  program. 
  1.25     Subd. 3.  Up to one-half of the appropriation may be used 
  2.1   by the county as a grant to the cities of Minneapolis and 
  2.2   Brooklyn Center to provide assistance in a capital nature for 
  2.3   the construction of public infrastructure improvement to further 
  2.4   economic development. 
  2.5      Subd. 4.  Government jurisdictions participating in the 
  2.6   reinvestment program planning and projects must match the state 
  2.7   contribution on at least a dollar for dollar basis in the 
  2.8   aggregate.  Government jurisdictions may use any funds under 
  2.9   their control for the match requirement. 
  2.10     Subd. 5.  Money appropriated by this section does not 
  2.11  lapse, and is available until expended. 
  2.12     Sec. 2.  [EFFECTIVE DATE.] 
  2.13     Section 1 is effective the day after final enactment.
