  1.1                          A bill for an act 
  1.2             relating to campaign finance; clarifying limits on 
  1.3             contributions to candidates for local elected office; 
  1.4             prohibiting solicitation and acceptance of certain 
  1.5             contributions during legislative sessions; amending 
  1.6             Minnesota Statutes 1996, section 211A.12; proposing 
  1.7             coding for new law in Minnesota Statutes, chapter 211A.
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 211A.12, is 
  1.10  amended to read: 
  1.11     211A.12 [CONTRIBUTION LIMITS.] 
  1.12     A candidate or a candidate's committee may not accept 
  1.13  aggregate contributions made or delivered by an individual or 
  1.14  committee in excess of $300 in an election year for the office 
  1.15  sought and $100 in other years; except that a candidate or a 
  1.16  candidate's committee for an office whose territory has a 
  1.17  population over 100,000 may not accept aggregate contributions 
  1.18  made or delivered by an individual or committee in excess of 
  1.19  $500 in an election year for the office sought and $100 in other 
  1.20  years.  
  1.21     The following deliveries are not subject to the bundling 
  1.22  limitation in this section:  
  1.23     (1) delivery of contributions collected by a member of the 
  1.24  candidate's committee, such as a block worker or a volunteer who 
  1.25  hosts a fundraising event, to the committee's treasurer; and 
  1.26     (2) a delivery made by an individual on behalf of the 
  2.1   individual's spouse. 
  2.2      Notwithstanding sections 211A.02, subdivision 3, and 
  2.3   410.21, this section supersedes any home rule charter.  
  2.4      Sec. 2.  [211A.14] [CONTRIBUTIONS AND SOLICITATIONS DURING 
  2.5   LEGISLATIVE SESSION.] 
  2.6      A legislator or state constitutional officer who is a 
  2.7   candidate for a county, city, or town office, the candidate's 
  2.8   principal campaign committee, and any other political committee 
  2.9   with the candidate's name or title may not solicit or accept a 
  2.10  contribution from a political fund or registered lobbyist during 
  2.11  a regular session of the legislature. 
  2.12     Sec. 3.  [EFFECTIVE DATE.] 
  2.13     This act is effective the day following final enactment.
