relating to the city of Minneapolis; creating a study
panel on the governance and management structure of
the city; providing membership of the study panel;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINNEAPOLIS STUDY PANEL ON CITY GOVERNANCE.

new text begin The Minneapolis study panel on
city governance, hereinafter called "the study panel," is
established. The purpose of the study panel is to study the
form and structure of city government in the city of Minneapolis
and to make appropriate recommendations to the Minneapolis City
Charter Commission, legislature, or other branch of government
any proposed changes to enhance the quality of life for all
citizens of Minneapolis.

new text begin The study panel shall consist of
seven members who must be residents of the city of Minneapolis.
The appointing authorities of the study panel are as follows:
one member to be appointed by the governor; one member to be
appointed by the mayor of Minneapolis; one member to be
appointed by the Minneapolis City Council; one member to be
appointed by the Minneapolis Park and Recreation Board; one
member to be appointed by the Minneapolis Public Library Board;
one member to be appointed by the Minneapolis Downtown Council;
and one member to be appointed by the Minneapolis School Board.
Membership on the study panel must be by unanimous consent of
the other members. If any member of the study panel objects to
the appointment of any other member, the appointing authority
must submit another appointment to the study panel that would be
subject to the unanimous consent of the members. The study
panel shall elect a chair from among its members and meetings of
the study panel shall be at the call of the chair.

panel shall serve without compensation but may be reimbursed
their necessary expenses in carrying out the business of the
study panel. The city of Minneapolis may contract with any
person or entity to provide staff services for the study panel
and may determine the compensation of staff as it deems
appropriate.

new text begin The study panel's activity shall be
limited to one year from the effective date of sections 1 and 2,
and the study panel shall cease to exist on that date.

new text begin Purpose and mission. new text end

new text begin The study panel shall
examine the governance and management structure of the city of
Minneapolis with a view toward improving and enhancing the
quality of life for all citizens of Minneapolis. The
examination may include, but is not limited to:

new text begin (1) the extent to which the current Minneapolis city
governance structure enhances and carries out the goals,
priorities, and budgetary constraints of the city and its
citizens as a whole;
new text end

new text begin (2) whether there is sufficient citizen and city department
input prior to city decision making;
new text end

new text begin (3) how the overall objectives of the city are carried out
and coordinated with the various city departments;
new text end

new text begin (4) if the city and its taxpayers have been getting a fair
return on public expenditures;
new text end

new text begin (5) if the city is able to receive and direct other funding
sources for the purposes and objectives of the city and its
citizens;

new text begin (6) if the current governance and management structure
enhances and continues the city's superior job and workforce
planning;
new text end

new text begin (7) whether the city's planning for information technology,
which has been recognized as some of the finest in the country,
integrates well with the current city governance and management
structure;

new text begin (8) if the city can continue its present commitment to
long-range planning in the manner it has in the past to
adequately take care of its capital assets;

new text begin (9) if the city governance and management structure can
continue to facilitate the current favorable long-term analysis
of future needs as a means of long-term decision making;

new text begin (10) if the citizens advisory groups and neighborhood
groups, which in the past have played an outstanding role in the
governance of Minneapolis, are poised to continue that process
in the future;

new text begin (11) if the current governance and management structure of
the city that has encouraged such an outstanding sense of
community for the people who live, work, learn, and play in
Minneapolis has the likelihood of giving an increased sense of
commitment and confidence in the neighborhoods and the city as a
whole;

new text begin (12) if the current governance and management structure of
the city will continue to strengthen the civic involvement of
the citizen and organizational members of the community as it
has for so many years; and
new text end

new text begin (13) if the current governance and management structure of
the city will ensure that neighborhood-based planning remains
the foundation of the city and it will continue to lead to
creative and innovative approaches to management and governance
of the city.

new text begin The study panel shall, by February 1,
2006, report to the Minneapolis Charter Commission and to the
legislature on the results of its examination of the governance
and management structure of the city of Minneapolis along with
any recommendations to streamline or modernize that structure to
enhance the quality of life for the citizens of the city.

Sec. 2. new text begin APPROPRIATION.

new text begin $50,000 is appropriated from the general fund to the city
of Minneapolis to provide funding for the study panel created by
section 1. The appropriation shall be deducted from the local
government aid payable to the city of Minneapolis in fiscal year
2006.

Sec. 3. new text begin EFFECTIVE DATE.

new text begin Sections 1 and 2 are effective July 1, 2005, and are
repealed effective June 30, 2006.
