  1.1                          A bill for an act 
  1.2             relating to motor vehicles; abolishing vehicle 
  1.3             registration filing fee for department of public 
  1.4             safety; amending Minnesota Statutes 1996, section 
  1.5             168.33, subdivision 7. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 168.33, 
  1.8   subdivision 7, is amended to read: 
  1.9      Subd. 7.  [FEES.] In addition to all other statutory fees 
  1.10  and taxes, a filing fee of $3.50 is imposed on every application 
  1.11  accepted and processed by a deputy registrar; except that a 
  1.12  filing fee may not be charged for a document returned for a 
  1.13  refund or for a correction of an error made by the department or 
  1.14  a deputy registrar and may not be charged for an application 
  1.15  accepted and processed by the department's division of driver 
  1.16  and vehicle services.  The filing fee shall be shown as a 
  1.17  separate item on all registration renewal notices sent out by 
  1.18  the department of public safety.  No filing fee or other fee may 
  1.19  be charged for the permanent surrender of a certificate of title 
  1.20  and license plates for a motor vehicle.  Filing fees collected 
  1.21  under this subdivision by the registrar must be paid into the 
  1.22  state treasury and credited to the highway user tax distribution 
  1.23  fund, except fees for registrations of new motor vehicles.  
  1.24  Filing fees collected for registrations of new motor vehicles 
  1.25  must be paid into the state treasury with 50 percent of the 
  2.1   money credited to the general fund and 50 percent credited to 
  2.2   the highway user tax distribution fund. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective July 1, 1997.
