  1.1                          A bill for an act 
  1.2             relating to crime prevention; expanding the duties of 
  1.3             the nonfelony enforcement advisory committee; 
  1.4             extending the committee's reporting deadline; 
  1.5             appropriating money; amending Laws 1993, chapter 255, 
  1.6             sections 1, subdivisions 1 and 4; and 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1993, chapter 255, section 1, subdivision 
  1.9   1, is amended to read: 
  1.10     Section 1.  [NONFELONY ENFORCEMENT ADVISORY COMMITTEE.] 
  1.11     Subdivision 1.  [DUTIES.] The nonfelony enforcement 
  1.12  advisory committee shall study current enforcement and 
  1.13  prosecution of all nonfelony offenses under Minnesota law.  The 
  1.14  committee shall evaluate the effect of prosecutorial 
  1.15  jurisdiction over misdemeanor and gross misdemeanor crimes 
  1.16  against the person on effective law enforcement and public 
  1.17  safety.  The committee shall analyze the relative penalty levels 
  1.18  for nonfelony crimes against the person and, low-level felony 
  1.19  property crimes, and crimes for which there are both felony and 
  1.20  nonfelony penalties.  The committee shall recommend any 
  1.21  necessary changes in Minnesota law to achieve the following 
  1.22  goals: 
  1.23     (1) proportionality of penalties for gross misdemeanors, 
  1.24  misdemeanors, and petty misdemeanors; 
  1.25     (2) effective enforcement and prosecution of these 
  1.26  offenses; and 
  2.1      (3) efficient use of the resources of the criminal justice 
  2.2   system. 
  2.3      Sec. 2.  Laws 1993, chapter 255, section 1, subdivision 4, 
  2.4   is amended to read: 
  2.5      Subd. 4.  [REPORT.] By October 1, 1995 December 15, 1996, 
  2.6   the committee shall report its findings and recommendations for 
  2.7   revisions in Minnesota law to the chairs of the senate committee 
  2.8   on crime prevention and the house committee on judiciary. 
  2.9      Sec. 3.  Laws 1993, chapter 255, section 2, is amended to 
  2.10  read: 
  2.11     Sec. 2.  [REPEALER.] 
  2.12     Section 1 is repealed effective October 15, 1995 December 
  2.13  30, 1996. 
  2.14     Sec. 4.  [APPROPRIATION.] 
  2.15     $....... is appropriated from the general fund to the 
  2.16  supreme court to be available until December 30, 1996, for the 
  2.17  purpose of staffing the nonfelony enforcement advisory committee.
