  1.1                          A bill for an act 
  1.2             relating to crime prevention; retroactively repealing 
  1.3             a provision of the predatory offender registration law 
  1.4             and specifying the legislative intent in so doing; 
  1.5             repealing Minnesota Statutes 2000, section 243.166, 
  1.6             subdivision 10. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [LEGISLATIVE INTENT.] 
  1.9      The original intent of the legislature in enacting 
  1.10  Minnesota Statutes, section 243.166, subdivision 10, was to 
  1.11  provide for a more uniform application of the predatory offender 
  1.12  registration law.  Applying certain amendments to the law 
  1.13  retroactively to certain offenders was intended to ease the 
  1.14  administrative burden on agencies enforcing the law and better 
  1.15  serve the policy underlying it.  The subdivision was not 
  1.16  intended to act as a limitation on registration but rather, in 
  1.17  some cases, as an expansion.  The intent in repealing this 
  1.18  subdivision is to prevent a potential judicial misinterpretation 
  1.19  of it that was neither intended nor contemplated by the 
  1.20  legislature.  The repeal must not be construed as a substantive 
  1.21  change in the application or scope of Minnesota Statutes, 
  1.22  section 243.166. 
  1.23     Sec. 2.  [REPEALER.] 
  1.24     Minnesota Statutes 2000, section 243.166, subdivision 10, 
  1.25  is repealed. 
  1.26     Sec. 3.  [RETROACTIVE EFFECTIVE DATE.] 
  2.1      Section 2 is effective retroactively to April 4, 2000.
