1.1 A bill for an act 1.2 relating to community development; appropriating money 1.3 for specified projects in the city of St. Paul; 1.4 providing for a comprehensive planning process. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [CITATION.] 1.7 This act is the Great Northern Corridor Community 1.8 Development Act. 1.9 Sec. 2. [DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT; 1.10 ENTREPRENEURSHIP; EMPLOYMENT.] 1.11 $....... in fiscal year 1998 is appropriated from the 1.12 general fund to the commissioner of trade and economic 1.13 development to fund urban challenge grants under Minnesota 1.14 Statutes, section 116M.18, subdivision 4a, to eligible community 1.15 development corporations located in the Frogtown and North End 1.16 areas of the city of St. Paul, for the purposes and amounts in 1.17 this section: 1.18 (a) $....... is appropriated to be used for collaboration 1.19 efforts between community development corporations located in 1.20 the Frogtown and North End areas and the construction and trade 1.21 industry to provide job placement for residents in the Frogtown 1.22 and North End areas in employment opportunities resulting from 1.23 implementation of sections 1 to 3. 1.24 (b) $....... is appropriated to community development 1.25 corporations in the Frogtown and North End areas for planning 2.1 activities associated with the development of industrial 2.2 incubators and commercial revitalization at or near the Dale 2.3 Street Shops/Maxson Steel industrial sites. 2.4 (c) $....... is appropriated to community development 2.5 corporations to be used for microenterprise loans to eligible 2.6 businesses located or to be located in the Minnehaha Mall area 2.7 of the city of St. Paul. 2.8 Sec. 3. [PLANNING; COORDINATION.] 2.9 (a) Planning councils in the Frogtown and North End areas 2.10 of the city of St. Paul shall coordinate comprehensive planning, 2.11 including the community visioning process for the Dale Street 2.12 Shops/Maxson Steel sites and other community-based planning 2.13 processes, for development and coordination of the projects and 2.14 expenditures authorized in section 2 pertaining to the Frogtown 2.15 and the North End area of St. Paul. 2.16 (b) A committee is created to review projects for which 2.17 funds are appropriated under section 2 for consistency with the 2.18 comprehensive plan developed under paragraph (a). This 2.19 committee shall consist of one representative appointed by each 2.20 of the following entities: the city of St. Paul, the St. Paul 2.21 port authority, the county of Ramsey, the Minnesota department 2.22 of transportation, the Minnesota department of trade and 2.23 economic development, the St. Paul trades and labor assembly, 2.24 and the metropolitan council, and the following representatives 2.25 appointed by planning councils in the Frogtown and North End 2.26 areas of St. Paul, one business representative from Frogtown, 2.27 one business representative from the North End, one Frogtown 2.28 representative from the Dale Street Shops/Maxson Steel community 2.29 process, one North End representative from the Dale Street 2.30 Shops/Maxson Steel community process, and two representatives 2.31 each from the Frogtown and North End planning councils. 2.32 (c) Planning councils in the Como Park and Midway areas of 2.33 St. Paul (including district 12) shall be included in an 2.34 advisory capacity and shall be consulted with in the process 2.35 established in paragraphs (a) and (b) for the projects planned 2.36 and implemented which directly affect the geographic areas in 3.1 those planning council districts. 3.2 (d) Money appropriated on or after the effective date of 3.3 section 2 for projects authorized or described in those sections 3.4 is only available upon review and determination by the committee 3.5 described in paragraph (b) that the uses proposed are consistent 3.6 with comprehensive planning developed and coordinated under 3.7 paragraph (a).
