  1.1                          A bill for an act 
  1.2             relating to education; continuing a pilot program for 
  1.3             adolescent parenting and prevention support; 
  1.4             establishing eligibility criteria and program 
  1.5             components; appropriating money; amending Laws 1997, 
  1.6             chapter 162, article 2, section 28, subdivision 6. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1997, chapter 162, article 2, section 28, 
  1.9   subdivision 6, is amended to read: 
  1.10     Subd. 6.  [PROGRAM COMPONENTS.] An adolescent parenting 
  1.11  program must include: 
  1.12     (1) a high quality educational program provided in the 
  1.13  least restrictive environment that includes strategies to ensure 
  1.14  access to educational services, including flexible attendance 
  1.15  policies and class scheduling, and grants academic credit for 
  1.16  all work completed; 
  1.17     (2) to the extent possible, collaboration with other 
  1.18  governmental agencies and community-based organizations to 
  1.19  provide on-site support services, including child care; 
  1.20     (3) an individualized learning plan for each eligible 
  1.21  student that includes career goals; 
  1.22     (4) assurance of compliance with requirements of Public Law 
  1.23  Number 92-318, title IX, prohibiting discrimination against 
  1.24  students due to their pregnant or parenting status; 
  1.25     (5) courses in parent education and life skills; 
  1.26     (6) accountability measures for student performance linked 
  2.1   to graduation standards; 
  2.2      (7) professional development opportunities on adolescent 
  2.3   pregnancy and parenting issues and strategies to achieve 
  2.4   academic success with this student population; 
  2.5      (8) a system to document that adolescent parenting and 
  2.6   prevention support funds were used to provide support services 
  2.7   to eligible students; 
  2.8      (9) a comprehensive assessment of the district's adolescent 
  2.9   pregnancy prevention programs and recommendations for 
  2.10  improvements; 
  2.11     (10) a system for collecting and reporting specific student 
  2.12  data, including goals and outcome measurements; and 
  2.13     (11) a program advisory council, which may consist of an 
  2.14  existing local council; and 
  2.15     (12) transportation options for parents and their children, 
  2.16  including allowing transportation on district buses along 
  2.17  existing routes.  
  2.18     Sec. 2.  [APPROPRIATION.] 
  2.19     $3,000,000 in fiscal year 2000 and $3,000,000 in fiscal 
  2.20  year 2001 is appropriated from the general fund to the 
  2.21  department of children, families, and learning for adolescent 
  2.22  parent program grants under section 1.  Any balance in the first 
  2.23  year does not cancel but is available in the second year.
