A bill for an act
relating to health; requiring disclosure of vaccine ingredients; appropriating money;
proposing coding for new law in Minnesota Statutes, chapter 144.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Before administering a vaccine to a patient, a
health care provider or designated clinic staff must provide the patient with a full description,
in writing, of the vaccine's ingredients. If the vaccine contains cells from an aborted fetus,
that information must be specified in the ingredient list.

(b) The health care provider or designated clinic staff must notify the patient that they
may refuse the vaccination. For vaccines given to children under the age of 18, notice must
be given to the child's parent or legal guardian that the parent or legal guardian may refuse
the vaccination based on conscientiously held beliefs according to section 121A.15.

The health care provider shall annually report to the commissioner of
health the number of vaccinations administered and the number of notification of vaccine
ingredients given.

The commissioner may impose a civil penalty of not more than $300
for each failure to provide the notice required under this section.
