  1.1                          A bill for an act 
  1.2             relating to economic security; creating a summer youth 
  1.3             employment demonstration program; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [DEMONSTRATION PROGRAM.] 
  1.6      The commissioner of economic security shall fund a 
  1.7   demonstration program for summer youth employment which requires 
  1.8   that youth who are otherwise eligible for employment under 
  1.9   Minnesota Statutes, sections 268.56 and 268.561, participate in 
  1.10  a program of remedial education involving reading and writing 
  1.11  skills in both a learning and teaching capacity as part of 
  1.12  summer youth programs.  The commissioner shall evaluate the 
  1.13  success of the program and report to the chairs of the jobs, 
  1.14  energy, and community development committee of the senate and 
  1.15  the economic development, infrastructure, and regulation 
  1.16  committee of the house of representatives. 
  1.17     Sec. 2.  [APPROPRIATION.] 
  1.18     $250,000 is appropriated from the general fund to the 
  1.19  commissioner of economic security for the learn to earn summer 
  1.20  youth employment demonstration program established in section 
  1.21  1.  This appropriation is available until June 30, 1996. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     This act is effective the day after final enactment.
