  1.1                          A bill for an act 
  1.2             relating to the city of Minneapolis; authorizing the 
  1.3             Minneapolis city council to delegate to the city 
  1.4             engineer certain authority over traffic and parking. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITY OF MINNEAPOLIS; DELEGATION OF AUTHORITY 
  1.7   OVER PARKING AND TRAFFIC CONTROL DEVICES.] 
  1.8      Notwithstanding any other law, charter provision, or 
  1.9   ordinance to the contrary, the Minneapolis city council may 
  1.10  delegate to the city engineer the city council's authority to: 
  1.11     (1) regulate traffic and parking under Minnesota Statutes, 
  1.12  section 169.04, clauses (1), (2), and (5); and 
  1.13     (2) erect and maintain traffic control devices for the 
  1.14  purpose of regulating the standing or parking of vehicles under 
  1.15  Minnesota Statutes, section 169.06, subdivision 3.  
  1.16     The city engineer shall maintain, at a location designated 
  1.17  by the city council, a true and complete copy of all regulations 
  1.18  the city engineer adopts under this section.  The city engineer 
  1.19  shall report annually to the city council on all regulations 
  1.20  adopted under this section.  Nothing in this section limits the 
  1.21  city council's authority under Minnesota Statutes, chapter 169, 
  1.22  to adopt or amend traffic regulations. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day after the Minneapolis city 
  1.25  council complies with Minnesota Statutes, section 645.021, 
  2.1   subdivision 3.
