  1.1                          A bill for an act 
  1.2             relating to higher education; adding students to the 
  1.3             regent advisory council; amending Minnesota Statutes 
  1.4             2002, section 137.0245, subdivision 2.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 137.0245, 
  1.7   subdivision 2, is amended to read: 
  1.8      Subd. 2.  [MEMBERSHIP.] The regent candidate advisory 
  1.9   council shall consist of 24 members.  Twelve members shall be 
  1.10  appointed by the subcommittee on committees of the committee on 
  1.11  rules and administration of the senate.  Twelve members shall be 
  1.12  appointed by the speaker of the house of representatives.  Each 
  1.13  appointing authority must appoint one member who is a full-time 
  1.14  student at the University of Minnesota at the time of 
  1.15  appointment.  No more than one-third of the members appointed by 
  1.16  each appointing authority may be current or former legislators.  
  1.17  No more than two-thirds of the members appointed by each 
  1.18  appointing authority may belong to the same political party; 
  1.19  however, political activity or affiliation is not required for 
  1.20  the appointment of any member.  Geographical representation must 
  1.21  be taken into consideration when making appointments.  Section 
  1.22  15.0575 shall govern the advisory council, except that: 
  1.23     (1) the members shall be appointed to six-year terms with 
  1.24  one-third appointed each even-numbered year; and 
  1.25     (2) student members are appointed to two-year terms with 
  2.1   two students appointed each even-numbered year.
