  1.1                          A bill for an act 
  1.2             relating to transportation; prohibiting commissioner 
  1.3             of transportation, metropolitan council, and Hennepin 
  1.4             county regional rail authority from taking certain 
  1.5             actions relating to rail and bus transit in southwest 
  1.6             metropolitan area transit corridor. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [SOUTHWEST CORRIDOR RAIL TRANSIT; 
  1.9   PROHIBITIONS.] 
  1.10     Subdivision 1.  [DEFINITION.] For purposes of this section, 
  1.11  "southwest transit corridor" means the corridor between 
  1.12  Minneapolis and Eden Prairie identified by the Hennepin county 
  1.13  regional rail authority as the southwest transitway corridor in 
  1.14  its southwest corridor rail transit study. 
  1.15     Subd. 2.  [RAIL TRANSIT; PROHIBITIONS.] Neither the 
  1.16  commissioner of transportation, the metropolitan council, nor 
  1.17  the Hennepin county regional rail authority may take any action 
  1.18  or spend any money for study, planning, preliminary engineering, 
  1.19  final design, or construction for light rail transit in the 
  1.20  southwest transit corridor. 
  1.21     Subd. 3.  [BUS TRANSIT WAY; PROHIBITIONS.] Neither the 
  1.22  metropolitan council, Hennepin county, nor the Hennepin county 
  1.23  regional rail authority may study, plan, engineer, design, or 
  1.24  construct a bus transit way in any part of the southwest transit 
  1.25  corridor that is in the cities of Minnetonka, Eden Prairie, or 
  1.26  Chanhassen.  This prohibition does not apply to (1) exclusive 
  2.1   bus lanes on existing freeway and expressway right-of-way 
  2.2   between the Eden Prairie transit hub and Hopkins, and (2) a bus 
  2.3   way from Hopkins to downtown Minneapolis.  
  2.4      [EFFECTIVE DATE.] This section is effective the day 
  2.5   following final enactment.
