  1.1                          A bill for an act 
  1.2             relating to capital improvements; providing for 
  1.3             acquisition of a family practice residency program by 
  1.4             the city of Duluth or the Duluth economic development 
  1.5             authority; amending Laws 1996, chapter 463, section 
  1.6             24, subdivision 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1996, chapter 463, section 24, subdivision 
  1.9   3, is amended to read: 
  1.10  Subd. 3.  Family Practice Residency
  1.11  Program Grant                                         1,400,000
  1.12  For a grant to the city of Duluth for 
  1.13  Miller-Dwan hospital, the 
  1.14  establishment, administration, 
  1.15  management, maintenance, improvement, 
  1.16  and financing of which is authorized 
  1.17  under Laws 1994, chapter 471.  The 
  1.18  grant is for remodeling a clinic 
  1.19  building used by a family practice 
  1.20  residency program that places 
  1.21  two-thirds of its graduates in 
  1.22  Minnesota communities outside the 
  1.23  seven-county metropolitan area.  The 
  1.24  grant is contingent upon a local match 
  1.25  of $1 for each $2 of state money. 
  1.26     Sec. 2.  [CITY OF DULUTH; DULUTH ECONOMIC DEVELOPMENT 
  1.27  AUTHORITY; POWERS.] 
  1.28     In addition to the powers granted by the home rule charter 
  1.29  of the city of Duluth and Minnesota Statutes, sections 469.090 
  1.30  to 469.1081, and to further the exercise of economic development 
  1.31  and redevelopment powers in order to stabilize neighborhoods, 
  1.32  provide jobs, and encourage the development of the city of 
  1.33  Duluth as a regional medical center, the city of Duluth or the 
  2.1   Duluth economic development authority may acquire in whatever 
  2.2   manner deemed necessary, own, lease, and make contracts with 
  2.3   respect to a family practice residency program.  To further the 
  2.4   program, the city of Duluth or the Duluth economic development 
  2.5   authority may accept land, money, or other assistance, whether 
  2.6   by gift, loan, or otherwise, in any form from the federal or 
  2.7   state government or an agency of either, or from a political 
  2.8   subdivision. 
  2.9      Sec. 3.  [EFFECTIVE DATE.] 
  2.10     This act is effective the day following final enactment.
