  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             for business retention and expansion. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION FOR BUSINESS RETENTION AND 
  1.6   EXPANSION.] 
  1.7      Subdivision 1.  [NORTH METRO BUSINESS DEVELOPMENT 
  1.8   COMMISSION.] $42,500 in fiscal year 1996 and $42,500 in fiscal 
  1.9   year 1997 is appropriated to the commissioner of trade and 
  1.10  economic development for a grant to the North Metro Business 
  1.11  Development Commission, and is for the purpose of expanding the 
  1.12  commission's business retention and expansion program to include:
  1.13     (1) updating participating community database information; 
  1.14     (2) coordinating business training needs with area 
  1.15  community and technical colleges; 
  1.16     (3) acting as a regional clearinghouse for business 
  1.17  location and expansion needs that cannot be met by a 
  1.18  participating community; 
  1.19     (4) coordinating private sector summer youth employment 
  1.20  opportunities with local agencies; and 
  1.21     (5) coordinating annual marketing seminars and conferences 
  1.22  for area small businesses.  
  1.23     This grant is available only on a demonstration of a 
  1.24  dollar-for-dollar cash match from the commission.  The 
  2.1   commission shall submit a written report to the department of 
  2.2   trade and economic development. 
  2.3      Subd. 2.  [BUSINESS RETENTION IN METROPOLITAN 
  2.4   AREA.] $100,000 in fiscal year 1996 and $100,000 in fiscal year 
  2.5   1997 is appropriated to the commissioner of trade and economic 
  2.6   development for a grant to the North Metro Business Development 
  2.7   Commission to create a business retention and expansion program 
  2.8   in the metropolitan area using the North Metro Business 
  2.9   Development Commission model and database information system, 
  2.10  upon the demonstration of a dollar-for-dollar cash match from 
  2.11  each participating city or cities in the metropolitan area. 
  2.12     Subd. 3.  [BUSINESS RETENTION IN GREATER MINNESOTA.] 
  2.13  $100,000 in fiscal year 1996 and $100,000 in fiscal year 1997 is 
  2.14  appropriated to the commissioner of trade and economic 
  2.15  development for a grant to the North Metro Business Development 
  2.16  Commission to create a business retention and expansion pilot 
  2.17  project in a greater Minnesota city or cities using the North 
  2.18  Metro Business Development Commission model and database 
  2.19  information system, upon the demonstration of a 
  2.20  dollar-for-dollar cash match from the participating city or 
  2.21  cities.
