  1.1                          A bill for an act 
  1.2             relating to human development; appropriating money for 
  1.3             preliminary planning and programming for a human 
  1.4             development center. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CAPITOL AREA ARCHITECTURAL AND PLANNING 
  1.7   BOARD.] 
  1.8      $100,000 is appropriated in fiscal year 1996 to the capitol 
  1.9   area architectural and planning board from the general fund for 
  1.10  preliminary planning and programming for a human development 
  1.11  center in or near the capitol area of St. Paul.  The planning 
  1.12  and studies must be done in collaboration with the city of St. 
  1.13  Paul foundations including, but not limited to, the Minnesota 
  1.14  Education Foundation, the private sector, and appropriate state 
  1.15  departments including, but not limited to, administration, 
  1.16  health, education, and human services.  The focus of the center 
  1.17  will be on the development of the human person.  The center is 
  1.18  intended to serve as a research and demonstration center and 
  1.19  will be the result of a partnership between the public and 
  1.20  private sector.  The board shall report the results of its 
  1.21  studies to the governor and legislature no later than December 
  1.22  15, 1996.
