A bill for an act
relating to data practices; classifying city budget proposals as nonpublic data;
proposing coding for new law in Minnesota Statutes, chapter 13.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Budget proposals, preliminary drafts, and other preliminary documents created at the
direction of the mayor or governing body in the process of the development of final city
budgets, that are created, collected, or maintained by a city are protected nonpublic data.
After the budget is presented to the city council, supporting data, including department
requests, are public data. Supporting data do not include preliminary draft proposals
created and presented during the development of the budget presented to the governing
body. A city may disclose any of the data within the city's administration and to the public
at any time if disclosure would aid the city in considering and preparing its proposals.
