  1.1                          A bill for an act 
  1.2             relating to agriculture; providing funding for the 
  1.3             development of a soybean oilseed processing facility; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA INVESTMENT FUND; SOYBEAN OILSEED 
  1.7   PROCESSING FACILITY.] 
  1.8      Notwithstanding the limit in Minnesota Statutes, section 
  1.9   116J.8731, subdivision 5, a grant of up to $1,000,000 may be 
  1.10  made to a political subdivision that is chosen as a site for a 
  1.11  soybean oilseed processing facility constructed by a 
  1.12  Minnesota-based cooperative and has not received previous state 
  1.13  funding for a soybean oilseed processing facility.  The grant 
  1.14  may be used for site preparation, predevelopment, and other 
  1.15  infrastructure improvements, including public and private 
  1.16  utility improvements that are necessary for development of the 
  1.17  oilseed processing facility.  The grant may be made any time 
  1.18  until June 30, 2003. 
  1.19     Sec. 2.  [APPROPRIATION; COMMISSIONER OF AGRICULTURE.] 
  1.20     $500,000 is appropriated from the general fund to the 
  1.21  commissioner of agriculture for a grant to a political 
  1.22  subdivision that is chosen as a site for a soybean oilseed 
  1.23  processing and refining facility constructed by a 
  1.24  Minnesota-based cooperative and has not received previous state 
  1.25  funding for a soybean oilseed processing facility.  The grant 
  2.1   may be used for site preparation, predevelopment, and other 
  2.2   infrastructure improvements, including public and private 
  2.3   utility improvements that are necessary for development of the 
  2.4   oilseed processing and refining facility.  This appropriation is 
  2.5   available until June 30, 2003.
