A bill for an act
relating to the legislature; providing for
even-numbered year sessions convened by the
legislature; limiting the agenda; amending Minnesota
Statutes 2004, section 3.011.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 3.011, is
amended to read:


3.011 SESSIONS.

The legislature shall
meet at the seat of government on the first Tuesday after the
first Monday in January of each odd-numbered year. When the
first Monday in January falls on January 1, it shall meet on the
first Wednesday after the first Monday.

It shall also meet when
called by the governor to meet in special session.

new text begin Even-numbered year sessions convened by
legislature.

new text begin If the legislature adjourns sine die in the
odd-numbered year and the economic forecast in November of that
year projects a budget deficit that cannot be managed by the
budget reserve, the legislature may convene an even-numbered
year session without call by unanimous consent of the caucus
leaders from both houses or by a petition signed by two-thirds
of each house. The session must convene on the third Monday in
February of the even-numbered year for a period not to exceed 14
days.

meets in the even-numbered year, it is limited to the following
legislative actions:

new text begin (1) repealing obsolete, outdated, and unnecessary laws;
new text end

new text begin (2) proposing amendments to the Minnesota Constitution;
new text end

new text begin (3) enacting legislation that reduces taxes or spending or
both;
new text end

new text begin (4) enacting legislation that distributes surplus revenues;
and
new text end

new text begin (5) enacting legislation that appropriates money or
authorizes bonds for emergency purposes.
