A bill for an act
relating to education; requiring a study by the commissioner of finance of
inclusion of school district employees in the state employees group insurance
plan or the public employee insurance plan.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMMISSIONER OF FINANCE; STUDY.

new text begin The commissioner of finance, in consultation with other relevant state agencies and
interested parties, shall study issues related to the inclusion of school district employees in
the state employee group insurance plan or the public employee insurance plan, or both
plans. For purposes of the study, district employees may be combined with other persons
currently covered by those plans or considered as a separately rated group for premium
purposes in a plan administered by the commissioner and based upon either plan. The
study must include analysis of costs, reserve requirements and other regulatory issues,
effects on the plans and the school districts, and any other factor deemed relevant by the
commissioner to legislative consideration of this proposal. The commissioner shall report
to the chairs and ranking minority members of the legislative committees with jurisdiction
over state and local government and education policy and finance by January 15, 2010, on
results of the study, including any proposed legislation, if necessary.
