  1.1                          A bill for an act
  1.2             relating to gambling; providing for renegotiation and 
  1.3             legislative approval of tribal-state gaming compacts; 
  1.4             amending Minnesota Statutes 1994, section 3.9221, by 
  1.5             adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [LEGISLATIVE INTENT.] 
  1.8      It is the intent of the legislature that the state request 
  1.9   negotiations to amend or replace all tribal-state gaming 
  1.10  compacts negotiated under the Indian Gaming Regulatory Act, 
  1.11  Public Law Number 100-497, and Minnesota Statutes, section 
  1.12  3.9221. 
  1.13     Sec. 2.  [GOVERNOR ACTION; RENEGOTIATION.] 
  1.14     The governor shall take all steps necessary to renegotiate 
  1.15  all compacts previously negotiated with Indian tribes under the 
  1.16  Indian Gaming Regulatory Act, Public Law Number 100-497, and 
  1.17  Minnesota Statutes, section 3.9221.  
  1.18     Sec. 3.  Minnesota Statutes 1994, section 3.9221, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 2a.  [LEGISLATIVE APPROVAL.] All compacts negotiated 
  1.21  under this section, including amendments to previously existing 
  1.22  compacts, must be approved by both houses of the legislature. 
  1.23     Sec. 4.  [EFFECTIVE DATE.] 
  1.24     This act is effective the day following final enactment.
