  1.1                          A bill for an act 
  1.2             relating to governmental operations; prohibiting 
  1.3             certain contracts between an executive branch agency 
  1.4             and an agency of the federal government; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 127A.
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [127A.131] [PROHIBITED CONTRACTS.] 
  1.8      Notwithstanding sections 3.3005, 4.07, and 127A.09, or any 
  1.9   other law to the contrary, the department of children, families, 
  1.10  and learning or any other state agency must not enter into a 
  1.11  contract or other agreement, under the provisions of the No 
  1.12  Child Left Behind Act of 2001, with an agency of the federal 
  1.13  government, including the department of education, or with a 
  1.14  nongovernmental agency. 
  1.15     [EFFECTIVE DATE.] This section is effective the day 
  1.16  following final enactment and applies to existing agency 
  1.17  contracts or agreements.
