  1.20  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.21     Section 1.  Minnesota Statutes 1994, section 16A.055, is 
  1.22  amended by adding a subdivision to read: 
  1.23     Subd. 6.  [MISSION; EFFICIENCY.] It is part of the 
  1.24  department's mission, and within the department's resources the 
  1.25  commissioner shall endeavor to: 
  1.26     (1) prevent the waste or overspending of public money; 
  1.27     (2) use innovative fiscal and human resource practices to 
  1.28  manage the state's resources and operate the department as 
  1.29  efficiently as possible; 
  1.30     (3) coordinate the department's activities wherever 
  1.31  appropriate with the activities of other governmental agencies; 
  1.32     (4) use technology where appropriate to increase agency 
  2.1   productivity, improve customer service, increase public access 
  2.2   to information about government, and increase public 
  2.3   participation in the business of government; and 
  2.4      (5) recommend to the legislature appropriate changes in law 
  2.5   necessary to carry out the mission of the department. 
  2.6      Sec. 2.  Minnesota Statutes 1994, section 16B.04, is 
  2.7   amended by adding a subdivision to read: 
  2.8      Subd. 4.  [MISSION; EFFICIENCY.] It is part of the 
  2.9   department's mission, and within the department's resources the 
  2.10  commissioner shall endeavor to: 
  2.11     (1) prevent the waste or overspending of public money; 
  2.12     (2) use innovative fiscal and human resource practices to 
  2.13  manage the state's resources and operate the department as 
  2.14  efficiently as possible; 
  2.15     (3) coordinate the department's activities wherever 
  2.16  appropriate with the activities of other governmental agencies; 
  2.17     (4) use technology where appropriate to increase agency 
  2.18  productivity, improve customer service, increase public access 
  2.19  to information about government, and increase public 
  2.20  participation in the business of government; and 
  2.21     (5) recommend to the legislature appropriate changes in law 
  2.22  necessary to carry out the mission of the department. 
  2.23     Sec. 3.  Minnesota Statutes 1994, section 17.03, is amended 
  2.24  by adding a subdivision to read: 
  2.25     Subd. 11.  [MISSION; EFFICIENCY.] It is part of the 
  2.26  department's mission, and within the department's resources the 
  2.27  commissioner shall endeavor to: 
  2.28     (1) prevent the waste or overspending of public money; 
  2.29     (2) use innovative fiscal and human resource practices to 
  2.30  manage the state's resources and operate the department as 
  2.31  efficiently as possible; 
  2.32     (3) coordinate the department's activities wherever 
  2.33  appropriate with the activities of other governmental agencies; 
  2.34     (4) use technology where appropriate to increase agency 
  2.35  productivity, improve customer service, increase public access 
  2.36  to information about government, and increase public 
  3.1   participation in the business of government; and 
  3.2      (5) recommend to the legislature appropriate changes in law 
  3.3   necessary to carry out the mission of the department. 
  3.4      Sec. 4.  Minnesota Statutes 1994, section 43A.04, is 
  3.5   amended by adding a subdivision to read: 
  3.6      Subd. 1a.  [MISSION; EFFICIENCY.] It is part of the 
  3.7   department's mission, and within the department's resources the 
  3.8   commissioner shall endeavor to: 
  3.9      (1) prevent the waste or overspending of public money; 
  3.10     (2) use innovative fiscal and human resource practices to 
  3.11  manage the state's resources and operate the department as 
  3.12  efficiently as possible; 
  3.13     (3) coordinate the department's activities wherever 
  3.14  appropriate with the activities of other governmental agencies; 
  3.15     (4) use technology where appropriate to increase agency 
  3.16  productivity, improve customer service, increase public access 
  3.17  to information about government, and increase public 
  3.18  participation in the business of government; and 
  3.19     (5) recommend to the legislature appropriate changes in law 
  3.20  necessary to carry out the mission of the department. 
  3.21     Sec. 5.  Minnesota Statutes 1994, section 45.012, is 
  3.22  amended to read: 
  3.23     45.012 [COMMISSIONER.] 
  3.24     (a) The department of commerce is under the supervision and 
  3.25  control of the commissioner of commerce.  The commissioner is 
  3.26  appointed by the governor in the manner provided by section 
  3.27  15.06.  
  3.28     (b) Data that is received by the commissioner or the 
  3.29  commissioner's designee by virtue of membership or participation 
  3.30  in an association, group, or organization that is not otherwise 
  3.31  subject to chapter 13 is confidential or protected nonpublic 
  3.32  data but may be shared with the department employees as the 
  3.33  commissioner considers appropriate.  The commissioner may 
  3.34  release the data to any person, agency, or the public if the 
  3.35  commissioner determines that the access will aid the law 
  3.36  enforcement process, promote public health or safety, or dispel 
  4.1   widespread rumor or unrest.  
  4.2      (c) It is part of the department's mission, and within the 
  4.3   department's resources the commissioner shall endeavor to: 
  4.4      (1) prevent the waste or overspending of public money; 
  4.5      (2) use innovative fiscal and human resource practices to 
  4.6   manage the state's resources and operate the department as 
  4.7   efficiently as possible; 
  4.8      (3) coordinate the department's activities wherever 
  4.9   appropriate with the activities of other governmental agencies; 
  4.10     (4) use technology where appropriate to increase agency 
  4.11  productivity, improve customer service, increase public access 
  4.12  to information about government, and increase public 
  4.13  participation in the business of government; and 
  4.14     (5) recommend to the legislature appropriate changes in law 
  4.15  necessary to carry out the mission of the department. 
  4.16     Sec. 6.  Minnesota Statutes 1994, section 84.027, is 
  4.17  amended by adding a subdivision to read: 
  4.18     Subd. 13.  [MISSION; EFFICIENCY.] It is part of the 
  4.19  department's mission, and within the department's resources the 
  4.20  commissioner shall endeavor to: 
  4.21     (1) prevent the waste or overspending of public money; 
  4.22     (2) use innovative fiscal and human resource practices to 
  4.23  manage the state's resources and operate the department as 
  4.24  efficiently as possible; 
  4.25     (3) coordinate the department's activities wherever 
  4.26  appropriate with the activities of other governmental agencies; 
  4.27     (4) use technology where appropriate to increase agency 
  4.28  productivity, improve customer service, increase public access 
  4.29  to information about government, and increase public 
  4.30  participation in the business of government; and 
  4.31     (5) recommend to the legislature appropriate changes in law 
  4.32  necessary to carry out the mission of the department. 
  4.33     Sec. 7.  Minnesota Statutes 1994, section 116.03, is 
  4.34  amended by adding a subdivision to read: 
  4.35     Subd. 2a.  [MISSION; EFFICIENCY.] It is part of the 
  4.36  agency's mission, and within the agency's resources the 
  5.1   commissioner and the members of the agency shall endeavor to: 
  5.2      (1) prevent the waste or overspending of public money; 
  5.3      (2) use innovative fiscal and human resource practices to 
  5.4   manage the state's resources and operate the agency as 
  5.5   efficiently as possible; 
  5.6      (3) coordinate the agency's activities wherever appropriate 
  5.7   with the activities of other governmental agencies; 
  5.8      (4) use technology where appropriate to increase agency 
  5.9   productivity, improve customer service, increase public access 
  5.10  to information about government, and increase public 
  5.11  participation in the business of government; and 
  5.12     (5) recommend to the legislature appropriate changes in law 
  5.13  necessary to carry out the mission of the agency. 
  5.14     Sec. 8.  Minnesota Statutes 1994, section 116J.011, is 
  5.15  amended to read: 
  5.16     116J.011 [MISSION.] 
  5.17     The mission of the department of trade and economic 
  5.18  development is to employ all of the available state government 
  5.19  resources to facilitate an economic environment that produces 
  5.20  net new job growth in excess of the national average and to 
  5.21  increase nonresident and resident tourism revenues.  It is part 
  5.22  of the department's mission, and within the department's 
  5.23  resources the commissioner shall endeavor to: 
  5.24     (1) prevent the waste or overspending of public money; 
  5.25     (2) use innovative fiscal and human resource practices to 
  5.26  manage the state's resources and operate the department as 
  5.27  efficiently as possible; 
  5.28     (3) coordinate the department's activities wherever 
  5.29  appropriate with the activities of other governmental agencies; 
  5.30     (4) use technology where appropriate to increase agency 
  5.31  productivity, improve customer service, increase public access 
  5.32  to information about government, and increase public 
  5.33  participation in the business of government; and 
  5.34     (5) recommend to the legislature appropriate changes in law 
  5.35  necessary to carry out the mission of the department. 
  5.36     Sec. 9.  Minnesota Statutes 1994, section 120.0111, is 
  6.1   amended to read: 
  6.2      120.0111 [MISSION STATEMENT.] 
  6.3      The mission of public education in Minnesota, a system for 
  6.4   lifelong learning, is to ensure individual academic achievement, 
  6.5   an informed citizenry, and a highly productive work force.  This 
  6.6   system focuses on the learner, promotes and values diversity, 
  6.7   provides participatory decision-making, ensures accountability, 
  6.8   models democratic principles, creates and sustains a climate for 
  6.9   change, provides personalized learning environments, encourages 
  6.10  learners to reach their maximum potential, and integrates and 
  6.11  coordinates human services for learners.  It is part of the 
  6.12  department's mission, and within the department's resources the 
  6.13  commissioner shall endeavor to: 
  6.14     (1) prevent the waste or overspending of public money; 
  6.15     (2) use innovative fiscal and human resource practices to 
  6.16  manage the state's resources and operate the department as 
  6.17  efficiently as possible; 
  6.18     (3) coordinate the department's activities wherever 
  6.19  appropriate with the activities of other governmental agencies; 
  6.20     (4) use technology where appropriate to increase agency 
  6.21  productivity, improve customer service, increase public access 
  6.22  to information about government, and increase public 
  6.23  participation in the business of government; and 
  6.24     (5) recommend to the legislature appropriate changes in law 
  6.25  necessary to carry out the mission of the department. 
  6.26     Sec. 10.  Minnesota Statutes 1994, section 135A.052, 
  6.27  subdivision 1, is amended to read: 
  6.28     Subdivision 1.  [STATEMENT OF MISSIONS.] The legislature 
  6.29  recognizes each public post-secondary system to have a 
  6.30  distinctive mission within the overall provision of public 
  6.31  higher education in the state and a responsibility to cooperate 
  6.32  with the other systems.  These missions are as follows: 
  6.33     (1) the technical college system shall offer vocational 
  6.34  training and education to prepare students for skilled 
  6.35  occupations that do not require a baccalaureate degree; 
  6.36     (2) the community college system shall offer lower division 
  7.1   instruction in academic programs, occupational programs in which 
  7.2   all credits earned will be accepted for transfer to a 
  7.3   baccalaureate degree in the same field of study, and remedial 
  7.4   studies, for students transferring to baccalaureate institutions 
  7.5   and for those seeking associate degrees; 
  7.6      (3) the state university system shall offer undergraduate 
  7.7   and graduate instruction through the master's degree, including 
  7.8   specialist certificates, in the liberal arts and sciences and 
  7.9   professional education; and 
  7.10     (4) the University of Minnesota shall offer undergraduate, 
  7.11  graduate, and professional instruction through the doctoral 
  7.12  degree, and shall be the primary state supported academic agency 
  7.13  for research and extension services. 
  7.14     It is part of the mission of each system, and within the 
  7.15  system's resources the system's governing board and chancellor 
  7.16  or president shall endeavor to: 
  7.17     (a) prevent the waste or overspending of public money; 
  7.18     (b) use innovative fiscal and human resource practices to 
  7.19  manage the state's resources and operate the system as 
  7.20  efficiently as possible; 
  7.21     (c) coordinate the system's activities wherever appropriate 
  7.22  with the activities of other systems and governmental agencies; 
  7.23     (d) use technology where appropriate to increase system 
  7.24  productivity, improve customer service, increase public access 
  7.25  to information about the system, and increase public 
  7.26  participation in the business of the system; and 
  7.27     (e) recommend to the legislature appropriate changes in law 
  7.28  necessary to carry out the mission of the system. 
  7.29     Sec. 11.  Minnesota Statutes 1994, section 144.05, is 
  7.30  amended to read: 
  7.31     144.05 [GENERAL DUTIES OF COMMISSIONER; REPORTS.] 
  7.32     Subdivision 1.  [GENERAL DUTIES.] The state commissioner of 
  7.33  health shall have general authority as the state's official 
  7.34  health agency and shall be responsible for the development and 
  7.35  maintenance of an organized system of programs and services for 
  7.36  protecting, maintaining, and improving the health of the 
  8.1   citizens.  This authority shall include but not be limited to 
  8.2   the following: 
  8.3      (a) Conduct studies and investigations, collect and analyze 
  8.4   health and vital data, and identify and describe health 
  8.5   problems; 
  8.6      (b) Plan, facilitate, coordinate, provide, and support the 
  8.7   organization of services for the prevention and control of 
  8.8   illness and disease and the limitation of disabilities resulting 
  8.9   therefrom; 
  8.10     (c) Establish and enforce health standards for the 
  8.11  protection and the promotion of the public's health such as 
  8.12  quality of health services, reporting of disease, regulation of 
  8.13  health facilities, environmental health hazards and personnel; 
  8.14     (d) Affect the quality of public health and general health 
  8.15  care services by providing consultation and technical training 
  8.16  for health professionals and paraprofessionals; 
  8.17     (e) Promote personal health by conducting general health 
  8.18  education programs and disseminating health information; 
  8.19     (f) Coordinate and integrate local, state and federal 
  8.20  programs and services affecting the public's health; 
  8.21     (g) Continually assess and evaluate the effectiveness and 
  8.22  efficiency of health service systems and public health 
  8.23  programming efforts in the state; and 
  8.24     (h) Advise the governor and legislature on matters relating 
  8.25  to the public's health. 
  8.26     Subd. 2.  [MISSION; EFFICIENCY.] It is part of the 
  8.27  department's mission, and within the department's resources the 
  8.28  commissioner shall endeavor to: 
  8.29     (1) prevent the waste or overspending of public money; 
  8.30     (2) use innovative fiscal and human resource practices to 
  8.31  manage the state's resources and operate the department as 
  8.32  efficiently as possible; 
  8.33     (3) coordinate the department's activities wherever 
  8.34  appropriate with the activities of other governmental agencies; 
  8.35     (4) use technology where appropriate to increase agency 
  8.36  productivity, improve customer service, increase public access 
  9.1   to information about government, and increase public 
  9.2   participation in the business of government; and 
  9.3      (5) recommend to the legislature appropriate changes in law 
  9.4   necessary to carry out the mission of the department. 
  9.5      Sec. 12.  Minnesota Statutes 1994, section 174.02, is 
  9.6   amended by adding a subdivision to read: 
  9.7      Subd. 1a.  [MISSION; EFFICIENCY.] It is part of the 
  9.8   department's mission, and within the department's resources the 
  9.9   commissioner shall endeavor to: 
  9.10     (1) prevent the waste or overspending of public money; 
  9.11     (2) use innovative fiscal and human resource practices to 
  9.12  manage the state's resources and operate the department as 
  9.13  efficiently as possible; 
  9.14     (3) coordinate the department's activities wherever 
  9.15  appropriate with the activities of other governmental agencies; 
  9.16     (4) use technology where appropriate to increase agency 
  9.17  productivity, improve customer service, increase public access 
  9.18  to information about government, and increase public 
  9.19  participation in the business of government; and 
  9.20     (5) recommend to the legislature appropriate changes in law 
  9.21  necessary to carry out the mission of the department. 
  9.22     Sec. 13.  Minnesota Statutes 1994, section 175.001, is 
  9.23  amended by adding a subdivision to read: 
  9.24     Subd. 6.  [MISSION; EFFICIENCY.] It is part of the 
  9.25  department's mission, and within the department's resources the 
  9.26  commissioner shall endeavor to: 
  9.27     (1) prevent the waste or overspending of public money; 
  9.28     (2) use innovative fiscal and human resource practices to 
  9.29  manage the state's resources and operate the department as 
  9.30  efficiently as possible; 
  9.31     (3) coordinate the department's activities wherever 
  9.32  appropriate with the activities of other governmental agencies; 
  9.33     (4) use technology where appropriate to increase agency 
  9.34  productivity, improve customer service, increase public access 
  9.35  to information about government, and increase public 
  9.36  participation in the business of government; and 
 10.1      (5) recommend to the legislature appropriate changes in law 
 10.2   necessary to carry out the mission of the department. 
 10.3      Sec. 14.  Minnesota Statutes 1994, section 190.09, is 
 10.4   amended to read: 
 10.5      190.09 [POWERS, DUTIES.] 
 10.6      Subdivision 1.  [DUTIES OF THE OFFICE.] The adjutant 
 10.7   general shall be the chief of staff to the commander-in-chief 
 10.8   and the administrative head of the military department.  The 
 10.9   adjutant general shall have an office in the capitol and keep it 
 10.10  open during the usual business hours.  
 10.11     The adjutant general shall have custody of all military 
 10.12  records, correspondence, and other military documents.  The 
 10.13  adjutant general shall be the medium of military correspondence 
 10.14  with the governor and perform all other duties pertaining to 
 10.15  that office prescribed by law.  The adjutant general shall make 
 10.16  an annual report to the governor, at such time as the governor 
 10.17  may require, of all the transactions of the military affairs 
 10.18  department, setting forth the number, strength and condition of 
 10.19  the national guard, and such other matters as deemed important 
 10.20  and shall make and transmit to the federal government the 
 10.21  returns required by the laws of the United States.  The adjutant 
 10.22  general shall, whenever necessary, cause the military code, 
 10.23  orders and rules of the state to be printed and distributed to 
 10.24  the commissioned officers and the several organizations of the 
 10.25  national guard and shall cause to be prepared and issued all 
 10.26  necessary books, blanks and notices required to carry into full 
 10.27  effect the provisions of the military code.  All such books and 
 10.28  blanks shall be and remain the property of the state.  
 10.29     The seal now used in the office of the adjutant general 
 10.30  shall be the seal of that office and shall be delivered to the 
 10.31  successor in that office.  All orders issued from the adjutant 
 10.32  general's office shall be authenticated with that seal.  The 
 10.33  adjutant general shall attest all commissions issued to military 
 10.34  officers.  The adjutant general will superintend the preparation 
 10.35  of all returns and reports required by the United States from 
 10.36  the state on military matters.  
 11.1      The adjutant general shall designate an assistant adjutant 
 11.2   general to serve as deputy adjutant general to perform the 
 11.3   duties of the adjutant general during periods when the adjutant 
 11.4   general is absent or unable to perform that officer's duties.  
 11.5   In the absence of all of the above, the senior officer of the 
 11.6   national guard, shall perform the duties prescribed for the 
 11.7   adjutant general.  
 11.8      The flags and colors carried by Minnesota troops in the 
 11.9   Civil War, Indian Wars, Spanish-American War, Mexican Border 
 11.10  Campaign, the first World War, and subsequent wars shall be 
 11.11  preserved in the capitol under the especial care of the adjutant 
 11.12  general.  They shall be suitably encased and marked, and, so far 
 11.13  as the adjutant general may deem it consistent with their 
 11.14  safety, shall at all times be publicly displayed.  
 11.15     Subd. 2.  [MISSION; EFFICIENCY.] It is part of the 
 11.16  department's mission, and within the department's resources the 
 11.17  adjutant general shall endeavor to: 
 11.18     (1) prevent the waste or overspending of public money; 
 11.19     (2) use innovative fiscal and human resource practices to 
 11.20  manage the state's resources and operate the department as 
 11.21  efficiently as possible; 
 11.22     (3) coordinate the department's activities wherever 
 11.23  appropriate with the activities of other governmental agencies; 
 11.24     (4) use technology where appropriate to increase agency 
 11.25  productivity, improve customer service, increase public access 
 11.26  to information about government, and increase public 
 11.27  participation in the business of government; and 
 11.28     (5) recommend to the legislature appropriate changes in law 
 11.29  necessary to carry out the mission of the department. 
 11.30     Sec. 15.  Minnesota Statutes 1994, section 196.05, is 
 11.31  amended to read: 
 11.32     196.05 [DUTIES OF COMMISSIONER.] 
 11.33     Subdivision 1.  [GENERAL DUTIES.] The commissioner shall: 
 11.34     (1) act as the agent of a resident of the state having a 
 11.35  claim against the United States for benefits arising out of or 
 11.36  by reason of service in the armed forces and prosecute the claim 
 12.1   without charge; 
 12.2      (2) act as custodian of veterans' bonus records; 
 12.3      (3) administer the laws relating to the providing of bronze 
 12.4   flag holders at veterans' graves for memorial purposes; 
 12.5      (4) administer the laws relating to recreational or rest 
 12.6   camps for veterans so far as applicable to state agencies; 
 12.7      (5) administer the state soldiers' assistance fund and 
 12.8   veterans' relief fund and other funds appropriated for the 
 12.9   payment of bonuses or other benefits to veterans or for the 
 12.10  rehabilitation of veterans; 
 12.11     (6) cooperate with national, state, county, municipal, and 
 12.12  private social agencies in securing to veterans and their 
 12.13  dependents the benefits provided by national, state, and county 
 12.14  laws, municipal ordinances, or public and private social 
 12.15  agencies; 
 12.16     (7) provide necessary assistance where other adequate aid 
 12.17  is not available to the dependent family of a veteran while the 
 12.18  veteran is hospitalized and after the veteran is released for as 
 12.19  long a period as is necessary as determined by the commissioner; 
 12.20     (8) act as the guardian of the estate for a minor or an 
 12.21  incompetent person receiving money from the United States 
 12.22  government when requested to do so by an agency of the United 
 12.23  States of America provided sufficient personnel are available; 
 12.24     (9) cooperate with United States governmental agencies 
 12.25  providing compensation, pensions, insurance, or other benefits 
 12.26  provided by federal law, by supplementing the benefits 
 12.27  prescribed therein, when conditions in an individual case make 
 12.28  it necessary; 
 12.29     (10) assist in implementing state laws, rights, and 
 12.30  privileges relating to the reemployment of veterans upon their 
 12.31  separation from the armed forces; 
 12.32     (11) contact, at times as the commissioner deems proper, 
 12.33  war veterans, as defined in section 197.447, who are confined in 
 12.34  a public institution; investigate the treatment accorded those 
 12.35  veterans and report annually to the governor the results of the 
 12.36  investigations; and the heads of the public institutions shall 
 13.1   permit the commissioner, or the commissioner's representative, 
 13.2   to visit any veteran; and, if the commissioner, or the 
 13.3   commissioner's representative requests any information relative 
 13.4   to any veteran and the veteran's affairs, the head of the 
 13.5   institution shall furnish it; 
 13.6      (12) assist dependent family members of military personnel 
 13.7   who are called from reserve status to extended federal active 
 13.8   duty during a time of war or national emergency through the 
 13.9   state soldiers' assistance fund provided by section 197.03; and 
 13.10     (13) exercise other powers as may be authorized and 
 13.11  necessary to carry out the provisions of this chapter and 
 13.12  chapters 197 and 198, consistent with those chapters. 
 13.13     Subd. 2.  [MISSION; EFFICIENCY.] It is part of the 
 13.14  department's mission, and within the department's resources the 
 13.15  commissioner shall endeavor to: 
 13.16     (1) prevent the waste or overspending of public money; 
 13.17     (2) use innovative fiscal and human resource practices to 
 13.18  manage the state's resources and operate the department as 
 13.19  efficiently as possible; 
 13.20     (3) coordinate the department's activities wherever 
 13.21  appropriate with the activities of other governmental agencies; 
 13.22     (4) use technology where appropriate to increase agency 
 13.23  productivity, improve customer service, increase public access 
 13.24  to information about government, and increase public 
 13.25  participation in the business of government; and

 13.28     Sec. 16.  Minnesota Statutes 1994, section 216A.07, is 
 13.29  amended by adding a subdivision to read: 
 13.30     Subd. 6.  [MISSION; EFFICIENCY.] It is part of the 
 13.31  department's mission, and within the department's resources the 
 13.32  commissioner shall endeavor to: 
 13.33     (1) prevent the waste or overspending of public money; 
 13.34     (2) use innovative fiscal and human resource practices to 
 13.35  manage the state's resources and operate the department as 
 13.36  efficiently as possible; 
 14.1      (3) coordinate the department's activities wherever 
 14.2   appropriate with the activities of other governmental agencies; 
 14.3      (4) use technology where appropriate to increase agency 
 14.4   productivity, improve customer service, increase public access 
 14.5   to information about government, and increase public 
 14.6   participation in the business of government; and 
 14.7      (5) recommend to the legislature appropriate changes in law 
 14.8   necessary to carry out the mission of the department. 
 14.9      Sec. 17.  Minnesota Statutes 1994, section 241.01, is 
 14.10  amended by adding a subdivision to read: 
 14.11     Subd. 3b.  [MISSION; EFFICIENCY.] It is part of the 
 14.12  department's mission, and within the department's resources the 
 14.13  commissioner shall endeavor to: 
 14.14     (1) prevent the waste or overspending of public money; 
 14.15     (2) use innovative fiscal and human resource practices to 
 14.16  manage the state's resources and operate the department as 
 14.17  efficiently as possible; 
 14.18     (3) coordinate the department's activities wherever 
 14.19  appropriate with the activities of other governmental agencies; 
 14.20     (4) use technology where appropriate to increase agency 
 14.21  productivity, improve service to the public, increase public 
 14.22  access to information about government, and increase public 
 14.23  participation in the business of government; and 
 14.24     (5) recommend to the legislature appropriate changes in law

 14.26     Sec. 18.  Minnesota Statutes 1994, section 245.03, is 
 14.27  amended to read: 
 14.28     245.03 [DEPARTMENT OF HUMAN SERVICES ESTABLISHED; 
 14.29  COMMISSIONER.] 
 14.30     Subdivision 1.  [ESTABLISHMENT.] There is created a 
 14.31  department of human services.  A commissioner of human services 
 14.32  shall be appointed by the governor under the provisions of 
 14.33  section 15.06.  The commissioner shall be selected on the basis 
 14.34  of ability and experience in welfare and without regard to 
 14.35  political affiliations.  The commissioner shall appoint a deputy 
 14.36  commissioner. 
 15.1      Subd. 2.  [MISSION; EFFICIENCY.] It is part of the 
 15.2   department's mission, and within the department's resources the 
 15.3   commissioner shall endeavor to: 
 15.4      (1) prevent the waste or overspending of public money; 
 15.5      (2) use innovative fiscal and human resource practices to 
 15.6   manage the state's resources and operate the department as 
 15.7   efficiently as possible; 
 15.8      (3) coordinate the department's activities wherever

 15.12  to information about government, and increase public

 15.16     Sec. 19.  Minnesota Statutes 1994, section 268.0122, is 
 15.17  amended by adding a subdivision to read:
