relating to higher education; creating a citizen's
council; specifying duties of the council;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin UNIVERSITY CENTER ROCHESTER CITIZEN'S
COUNCIL.

new text begin The University Center
Rochester Citizen's Council is established to make
recommendations for the creation of a mission-driven educational
entity that focuses on state and regional opportunities and
needs in the areas of science, technology, agribusiness, and
management.

new text begin Membership. new text end

new text begin The nine-member council will
consist of:
new text end

new text begin (1) one Minnesota State Colleges and Universities trustee
or designee;
new text end

new text begin (2) one University of Minnesota regent or designee;
new text end

new text begin (3) five citizens from the Rochester area representing
health sciences, agribusiness, technology, bioinformatics, and
medical device industries; and
new text end

new text begin (4) two citizens from the Rochester area representing
students.

new text begin Duties. new text end

new text begin The council is directed to develop a
long-range detailed strategic plan for the delivery of
postsecondary education in the Rochester area that address the
following:

new text begin (1) the mission and focus of the entity created to deliver
postsecondary education in the area;
new text end

new text begin (2) the governance structure of the entity;
new text end

new text begin (3) preferred institutional alignments;
new text end

new text begin (4) projected student capacity and enrollment;
new text end

new text begin (5) projected facility needs on the University Center
Rochester campus to provide space and an identity for upper
division and graduate programming;
new text end

new text begin (6) opportunities for public-private partnership;
new text end

new text begin (7) opportunities for maximizing collaboration and
alignment with regional and state economic interests;
new text end

new text begin (8) opportunities for collaborative agreements between the
University of Minnesota, the Minnesota State Colleges and
Universities, and private institutions; and
new text end

new text begin (9) opportunities for the utilization of distance education
and technology-enhanced learning.

new text begin The council will report its findings and recommendations to
the legislature by January 13, 2006.

Sec. 2. new text begin APPROPRIATIONS.
new text end

new text begin (a) $....... is appropriated from the general fund to the
University of Minnesota for development of upper division and
program offerings in Rochester in science, technology,
bioinformatics, and management.

new text begin (b) $....... is appropriated from the general fund to the
Higher Education Services Office for activities associated with
the council's duties.

new text begin (c) The appropriations in paragraphs (a) and (b) are
available for the biennium ending June 30, 2007.
