  1.1                          A bill for an act 
  1.2             relating to health; reinstating certain advisory 
  1.3             councils and a task force; requiring a report; 
  1.4             amending Minnesota Statutes 1994, section 326.41. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 326.41, is 
  1.7   amended to read: 
  1.8      326.41 [ADVISORY COUNCIL.] 
  1.9      The state commissioner of health shall appoint seven nine 
  1.10  persons to the advisory council on plumbing code and 
  1.11  examinations, one two of whom shall be a practical master 
  1.12  plumber, one a practical journeyman plumber, and one a 
  1.13  representative of the commissioner plumbers, one who represents 
  1.14  greater Minnesota and one who represents the metropolitan area, 
  1.15  and two journeyman plumbers, one who represents greater 
  1.16  Minnesota and one who represents the metropolitan area.  The 
  1.17  council shall expire and the terms, compensation and removal of 
  1.18  members of the council shall be as provided in section 15.059, 
  1.19  except that the council shall not expire before June 30, 1995. 
  1.20     Sec. 2.  [REINSTATEMENT OF ADVISORY COUNCILS.] 
  1.21     Notwithstanding Laws 1993, chapters 286, section 1, and 
  1.22  337, section 1, the emergency medical services advisory council 
  1.23  established in Minnesota Statutes, section 144.8097, the 
  1.24  maternal and child health advisory task force established in 
  1.25  Minnesota Statutes, section 145.881, and the state community 
  2.1   health advisory committee established in section 145A.10, 
  2.2   subdivision 10, are reinstated.  These groups are subject to the 
  2.3   expiration date in Minnesota Statutes, section 15.059, 
  2.4   subdivision 5. 
  2.5      Sec. 3.  [PLUMBING WORK GROUP; REPORT.] 
  2.6      The commissioner of health shall establish a work group to 
  2.7   study and report to the commissioner by January 1, 1996, 
  2.8   recommendations for proposed statutory revisions to Minnesota 
  2.9   Statutes, chapter 326, that will ensure public health protection 
  2.10  through regulation of plumbing and water conditioning 
  2.11  installations.  Notwithstanding the provisions of Minnesota 
  2.12  Rules, part 4715.3130, as they apply to plan review, until the 
  2.13  date the work group is to make its recommendations the 
  2.14  commissioner may allow plumbing construction, alteration, or 
  2.15  extension to proceed.  The work group shall consist of 
  2.16  representatives of plumbers, water conditioners, local and state 
  2.17  units of government, and affected statewide trades and 
  2.18  organizations. 
  2.19     Sec. 4.  [EMERGENCY MEDICAL SERVICES ADVISORY COUNCIL.] 
  2.20     The emergency medical services advisory council reinstated 
  2.21  in section 2 expires June 30, 1996. 
  2.22     Sec. 5.  [EFFECTIVE DATE.] 
  2.23     This act is effective on the day following final enactment.
