  1.2             relating to children; providing for community and 
  1.3             school services; providing for children and family 
  1.4             support; appropriating money; amending Minnesota 
  1.5             Statutes 1996, sections 124.2711, subdivisions 1 and 
  1.6             2a; and 124.2716, subdivision 3; repealing Laws 1995, 
  1.7             First Special Session chapter 3, article 4, section 
  1.8             31, paragraph (a). 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10                             ARTICLE 1
  1.11                   COMMUNITY AND SCHOOL SERVICES
  1.12     Section 1.  [APPROPRIATIONS.] 
  1.13     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.14  LEARNING.] The sums indicated in this section are appropriated 
  1.15  from the general fund to the department of children, families, 
  1.16  and learning for the fiscal years designated.  
  1.17     Subd. 2.  [ADULT BASIC EDUCATION AID.] For adult basic 
  1.18  education aid according to Minnesota Statutes, sections 124.26 
  1.19  in fiscal year 1998 and 124.2601 in fiscal year 1999:  
  1.20       $9,319,000    .....    1998
  1.21       $9,424,000    .....    1999 
  1.22     The 1998 appropriation includes $837,000 for 1997 and 
  1.23  $8,482,000 for 1998.  
  1.24     The 1999 appropriation includes $942,000 for 1998 and 
  1.25  $8,482,000 for 1999.  
  1.26     Up to $199,000 each year may be used for contracts with 
  1.27  private, nonprofit organizations for approved programs.  
  2.1      Subd. 3.  [ADULT GRADUATION AID.] For adult graduation aid 
  2.2   according to Minnesota Statutes, section 124.261: 
  2.3        $2,245,000     .....     1998

  2.5      The 1998 appropriation includes $224,000 for 1997 and 
  2.6   $2,021,000 for 1998.  
  2.7      The 1999 appropriation includes $224,000 for 1998 and

  2.9      Subd. 4.  [ALCOHOL-IMPAIRED DRIVER.] (a) For grants with 
  2.10  funds received under Minnesota Statutes, section 171.29, 
  2.11  subdivision 2, paragraph (b), clause (4): 
  2.12       $514,000     .....     1998

  2.14     (b) These appropriations are from the alcohol-impaired 
  2.15  driver account of the special revenue fund.  Any funds credited 
  2.16  for the department of children, families, and learning to the 
  2.17  alcohol-impaired driver account of the special revenue fund in 
  2.18  excess of the amounts appropriated in this subdivision are 
  2.19  appropriated to the department of children, families, and 
  2.20  learning and available in fiscal year 1998 and fiscal year 1999. 
  2.21     (c) Up to $226,000 each year may be used by the department 
  2.22  of children, families, and learning to contract for services to 
  2.23  school districts stressing the dangers of driving after 
  2.24  consuming alcohol.  No more than five percent of this amount may 
  2.25  be used for administrative costs by the contract recipients. 
  2.26     (d) Up to $88,000 each year may be used for grants to 
  2.27  support student-centered programs to discourage driving after 
  2.28  consuming alcohol. 
  2.29     (e) Up to $200,000 and any additional funds each year may 
  2.30  be used for chemical abuse prevention grants. 
  2.31     Subd. 5.  [GED TESTS.] For payment of 60 percent of the 
  2.32  costs of GED tests: 
  2.33       $125,000     .....     1998

  2.35     Any balance in the first year does not cancel but is 
  2.36  available in the second year. 
  3.1      Subd. 6.  [VIOLENCE PREVENTION EDUCATION GRANTS.] For 
  3.2   violence prevention education grants:

  3.5      Of the amount each year, $50,000 is for program 
  3.6   administration. 
  3.7      Any balance in the first year does not cancel but is 
  3.8   available in the second year. 
  3.9      Subd. 7.  [MALE RESPONSIBILITY.] For male responsibility 
  3.10  grants: 
  3.11       $375,000     .....    1998

  3.13     The commissioner of children, families, and learning may 
  3.14  enter into cooperative agreements with the commissioner of human 
  3.15  services to access federal money for child support and paternity 
  3.16  education programs.

  3.19     Subd. 8.  [EARLY INTERVENTION GRANTS.] For grants to 
  3.20  intervention programs for 6 to 12 year olds: 
  3.21       $1,500,000   .....     1998

  3.24  is available in the second year. 
  3.25     Subd. 9.  [AFTER SCHOOL ENRICHMENT GRANTS.] For after 
  3.26  school enrichment grants according to Laws 1996, chapter 412, 
  3.27  article 4, section 30: 
  3.28       $5,000,000   .....     1998

  3.30     The commissioner may use up to five percent of this 
  3.31  appropriation to provide technical assistance and evaluation to 
  3.32  community organizations.

  3.35     Subd. 10.  [ABUSED CHILDREN.] For abused children programs 
  3.36  according to Minnesota Statutes, section 119A.21: 
  4.1        $1,048,000     .....     1998

  4.5      Subd. 11.  [DRUG POLICY AND VIOLENCE PREVENTION PROGRAMS.] 
  4.6   For drug policy, violence prevention, and family visitation 
  4.7   programs:

  4.12     Subd. 12.  [CHILDREN'S TRUST FUND.] For children's trust 
  4.13  fund according to Minnesota Statutes, sections 119A.12 and 
  4.14  119A.13:

  4.24  percent each year for state operations.

  4.27     Subd. 14.  [TRANSITIONAL HOUSING PROGRAMS.] For 
  4.28  transitional housing programs:

  4.33     Subd. 15.  [EMERGENCY FOOD ASSISTANCE.] For emergency food

  5.10     Subd. 17.  [HEAD START PROGRAM.] For Head Start programs

  5.15  state operations.

  5.18                             ARTICLE 2
  5.19                    CHILDREN AMD FAMILY SUPPORT
  5.20     Section 1.  Minnesota Statutes 1996, section 124.2711, 
  5.21  subdivision 1, is amended to read: 
  5.22     Subdivision 1.  [REVENUE.] The revenue for early childhood 
  5.23  family education programs for a school district equals $101.25 
  5.24  for 1993 1998 and $112.70 for 1999 and later fiscal years times 
  5.25  the greater of: 
  5.26     (1) 150; or 
  5.27     (2) the number of people under five years of age residing 
  5.28  in the school district on October 1 of the previous school year. 
  5.29     Sec. 2.  Minnesota Statutes 1996, section 124.2711, 
  5.30  subdivision 2a, is amended to read: 
  5.31     Subd. 2a.  [EARLY CHILDHOOD FAMILY EDUCATION LEVY.] To 
  5.32  obtain early childhood family education revenue, a district may 
  5.33  levy an amount equal to the tax rate of .609 .653 percent times 
  5.34  the adjusted tax capacity of the district for the year preceding 
  5.35  the year the levy is certified.  If the amount of the early 
  5.36  childhood family education levy would exceed the early childhood 
  6.1   family education revenue, the early childhood family education 
  6.2   levy shall equal the early childhood family education revenue. 
  6.3      Sec. 3.  Minnesota Statutes 1996, section 124.2716, 
  6.4   subdivision 3, is amended to read: 
  6.5      Subd. 3.  [EXTENDED DAY LEVY.] To obtain extended day 
  6.6   revenue, a school district may levy an amount equal to the 
  6.7   district's extended day revenue as defined in subdivision 2 
  6.8   multiplied by the lesser of one, or the ratio of the quotient 
  6.9   derived by dividing the adjusted net tax capacity of the 
  6.10  district for the year before the year the levy is certified by 
  6.11  the actual pupil units in the district for the school year to 
  6.12  which the levy is attributable, to $3,700 $3,838.  
  6.13     Sec. 4.  [ADDITIONAL EARLY CHILDHOOD FAMILY EDUCATION AID; 
  6.14  FISCAL YEAR 1998.] 
  6.15     If a district complies with the provisions of Minnesota 
  6.16  Statutes, section 121.882, it shall receive additional early 
  6.17  childhood family education aid for fiscal year 1998 equal to 
  6.18  $6.70 times the greater of: 
  6.19     (1) 150; or 
  6.20     (2) the number of people under five years of age residing 
  6.21  in the school district on October 1 of the previous school 
  6.22  year.  The additional early childhood family education aid may 
  6.23  be used only for early childhood family education programs. 
  6.24     Sec. 5.  [APPROPRIATIONS.] 
  6.25     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  6.26  LEARNING.] The sums indicated in this section are appropriated 
  6.27  from the general fund to the department of children, families, 
  6.28  and learning for the fiscal years designated.  
  6.29     Subd. 2.  [PART H.] For the department of children, 
  6.30  families, and learning's share of the state's obligation under 
  6.31  Part H according to Minnesota Statutes, section 120.1701: 
  6.32       $400,000     .....     1998 
  6.33     Any balance in the first year does not cancel but is 
  6.34  available for the second year. 
  6.35     Subd. 3.  [ADULTS WITH DISABILITIES PROGRAM AID.] For 
  6.36  adults with disabilities programs according to Minnesota 
  7.1   Statutes, section 124.2715: 
  7.2        $670,000    .....    1998 
  7.3        $670,000    .....    1999 
  7.4      Any balance in the first year does not cancel but is 
  7.5   available for the second year. 
  7.6      Subd. 4.  [COMMUNITY EDUCATION AID.] For community 
  7.7   education aid according to Minnesota Statutes, section 124.2713: 
  7.8        $1,819,000    .....    1998

  7.10     The 1998 appropriation includes $236,000 for 1997 and 
  7.11  $1,583,000 for 1998.  
  7.12     The 1999 appropriation includes $175,000 for 1998 and 
  7.13  $1,436,000 for 1999.  
  7.14     Subd. 5.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  7.15  childhood family education aid according to Minnesota Statutes, 
  7.16  section 124.2711: 
  7.17       $14,554,000    .....    1998 
  7.18       $13,638,000    .....    1999
  7.19     The 1998 appropriation includes $1,357,000 for 1997 and 
  7.20  $13,197,000 for 1998.  
  7.21     The 1999 appropriation includes $1,466,000 for 1998 and 
  7.22  $12,172,000 for 1999.  
  7.23     $10,000 each year may be spent for evaluation of early 
  7.24  childhood family education programs.  
  7.25     Subd. 6.  [EXTENDED DAY AID.] For extended day aid 
  7.26  according to Minnesota Statutes, section 124.2716: 
  7.27       $347,000        .....     1998 
  7.28       $304,000        .....     1999
  7.29     The 1998 appropriation includes $37,000 for 1997 and 
  7.30  $310,000 for 1998. 
  7.31     The 1999 appropriation includes $34,000 for 1998 and 
  7.32  $270,000 for 1999. 
  7.33     Subd. 7.  [FAMILY COLLABORATIVES.] For family 
  7.34  collaboratives according to Laws 1995, First Special Session 
  7.35  chapter 3, article 4, section 29, subdivision 10: 
  7.36       $7,500,000      .....     1998
  8.1        $7,500,000      .....     1999
  8.2      Of the appropriation, $150,000 each year is for grants 
  8.3   targeted to assist in providing collaborative children's library 
  8.4   service programs.  To be eligible, a family collaborative grant 
  8.5   recipient must collaborate with at least one public library and 
  8.6   one children's or family organization.  The public library must 
  8.7   involve the regional public library system and multitype library 
  8.8   system to which it belongs in the planning and provide for an 
  8.9   evaluation of the program. 
  8.10     No more than 2.5 percent of the appropriation is available 
  8.11  to the state to administer and evaluate the grant program. 
  8.12     Any balance in the first year does not cancel but is 
  8.13  available in the second year. 
  8.14     Subd. 8.  [HEALTH AND DEVELOPMENTAL SCREENING AID.] For 
  8.15  health and developmental screening aid according to Minnesota 
  8.16  Statutes, sections 123.702 and 123.7045:

  9.31     Sections 2 and 3 are effective for revenue for fiscal year 
  9.32  1999.
