  1.1                          A bill for an act 
  1.2             relating to insurance; private passenger vehicle 
  1.3             insurance; providing for a premium reduction for 
  1.4             vehicles having antitheft alarms or devices; defining 
  1.5             terms; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 65B.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [65B.285] [ANTITHEFT PROTECTION DEVICE PREMIUM 
  1.9   REDUCTION.] 
  1.10     Subdivision 1.  [DEFINITION.] For the purposes of this 
  1.11  section the term "authorized antitheft protection device" means 
  1.12  a device provided by the manufacturer of a vehicle as original 
  1.13  equipment or installed in a vehicle by the manufacturer of the 
  1.14  vehicle or an authorized dealer of that manufacturer that does 
  1.15  one or more of the following when activated unless the vehicle 
  1.16  is entered and started by means of a lock system:  (1) sound an 
  1.17  alarm; (2) cause the vehicle horn to sound; (3) cause the 
  1.18  vehicle lights to flash; or (4) cause the vehicle to be rendered 
  1.19  inoperable.  The device must be self-activating upon the locking 
  1.20  of the passenger doors of the vehicle.  
  1.21     Subd. 2.  [REQUIRED REDUCTION.] An insurer must provide an 
  1.22  appropriate premium reduction of at least five percent on the 
  1.23  comprehensive coverage on a policy of private passenger vehicle 
  1.24  insurance, as defined in section 65B.001, subdivision 2, issued, 
  1.25  delivered, or renewed in this state, to an insured whose vehicle 
  1.26  is equipped with an authorized antitheft protection device.  The 
  2.1   premium reduction required by this subdivision applies to every 
  2.2   vehicle of an insured that is equipped with an authorized 
  2.3   antitheft protection device. 
  2.4      Sec. 2.  [EFFECTIVE DATE; APPLICABILITY.] 
  2.5      Section 1 is effective January 1, 1996, and applies to 
  2.6   policies issued, delivered, or renewed on or after that date.
