  1.1                          A bill for an act 
  1.2             relating to crime prevention; directing a study; 
  1.3             appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [STUDY.] 
  1.6      The department of corrections shall develop a grant for the 
  1.7   development and implementation of a criterion-related cross 
  1.8   validation study designed to measure outcomes of placing 
  1.9   juveniles in out-of-home placement programs.  The study must be 
  1.10  completed in two years.  The goals of the study are to: 
  1.11     (1) provide outcome data as a result of out-of-home 
  1.12  placement intervention for juveniles; 
  1.13     (2) provide a measurement to predict the future behavior of 
  1.14  juveniles; and 
  1.15     (3) identify the particular character traits of juveniles 
  1.16  that each program treats most effectively so as to place 
  1.17  juveniles in facilities that are best suited to providing 
  1.18  effective treatment. 
  1.19     Sec. 2.  [APPROPRIATION.] 
  1.20     $....... is appropriated from the general fund to the 
  1.21  commissioner of corrections to implement section 1, to be 
  1.22  available until June 30, 1997.
