  1.1                          A bill for an act 
  1.2             relating to human services; downsizing a residential 
  1.3             program in Ramsey county for persons with mental 
  1.4             illness; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [FACILITY FOR PERSONS WITH MENTAL ILLNESS; 
  1.7   DOWNSIZING.] 
  1.8      Subdivision 1.  [AUTHORIZATION TO DOWNSIZE.] The 
  1.9   commissioner of human services shall approve plans submitted by 
  1.10  Ramsey county to downsize a 25-house residential program that 
  1.11  provides community-based care for 152 persons with mental 
  1.12  illness.  The plan shall include alternative placement in: 
  1.13     (1) four-bed group homes; 
  1.14     (2) 16-bed facilities; or 
  1.15     (3) independent living with supportive services. 
  1.16     Subd. 2.  [COMMISSIONER'S DUTIES.] The commissioner of 
  1.17  human services shall waive any rules required to implement the 
  1.18  provisions of subdivision 1. 
  1.19     Sec. 2.  [APPROPRIATION.] 
  1.20     $318,334 is appropriated from the general fund to the 
  1.21  commissioner of human services for the purposes in section 1.
