A bill for an act
relating to higher education; providing funding to the Board of Regents of the
University of Minnesota for the purpose of supporting education and research
activities in the areas of the environment, agricultural systems, and renewable
energy; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; UNIVERSITY OF MINNESOTA.

new text begin The sums indicated in this section are appropriated from the general fund to the
Board of Regents of the University of Minnesota for the purposes stated:

new text begin (1) $1,650,000 in fiscal year 2008 and $3,900,000 in fiscal year 2009 are
appropriated to support the Institute on the Environment to foster interdisciplinary
research, find and help implement innovative solutions to complex environmental
problems, safeguard Minnesota's environment, and support continued biofuels research,
including the development of new technologies for the next generation of biofuels;

new text begin (2) $250,000 in fiscal year 2008 and $500,000 in fiscal year 2009 are appropriated to
promote education, research, and outreach that will position Minnesota as a world leader
in agricultural research and outreach, capture emerging opportunities for Minnesota's
growers, increase Minnesota's competitiveness in food production and renewable energy,
increase food safety, and protect Minnesota's farmers and the agricultural economy from
emerging threats;

new text begin (3) $1,000,000 in fiscal year 2008 and $3,500,000 in fiscal year 2009 are
appropriated to enable the Veterinary Diagnostic Laboratory to create an early warning
disease surveillance system, including the training of professionals, to protect Minnesota's
food, animal, and wildlife industries from emerging infectious diseases or terrorist-induced
disease;

new text begin (4) $200,000 in fiscal year 2008 and $500,000 in fiscal year 2009 are appropriated to
support renewable energy research at the Natural Resources Research Institute; and

to establish a bachelor's of science in civil engineering program at the University of
Minnesota, Duluth.
