  1.1                          A bill for an act
  1.2             relating to game and fish; authorizing a season on 
  1.3             mourning doves in a designated area; requiring 
  1.4             mourning dove stamps and setting a fee for them; 
  1.5             requiring a report to the legislature on the 
  1.6             experimental season; proposing coding for new law in 
  1.7             Minnesota Statutes, chapter 97B; repealing Minnesota 
  1.8             Statutes 1994, section 97B.731, subdivision 2. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [97B.732] [MOURNING DOVE SEASON.] 
  1.11     Subdivision 1.  [DOVE SEASON.] The commissioner shall 
  1.12  prescribe a season and restrictions for taking mourning doves in 
  1.13  that part of the state lying south and west of a line running 
  1.14  along U.S. Route 14 from the Wisconsin border west to Mankato, 
  1.15  then following the Minnesota River to Morton, then along U.S. 
  1.16  Route 71 north to Blackduck, then continuing north on Minnesota 
  1.17  Route 72 to Baudette. 
  1.18     Subd. 2.  [LICENSE AND STAMP REQUIRED.] A person may not 
  1.19  take mourning doves under this section without a small game 
  1.20  license and a mourning dove stamp in possession. 
  1.21     Subd. 3.  [MOURNING DOVE STAMP.] (a) The fee for a mourning 
  1.22  dove stamp is $5.  Thirty percent of the stamp revenue must be 
  1.23  credited to the nongame wildlife management account. 
  1.24     (b) Unsold stamps in excess of 3,000 shall be destroyed by 
  1.25  the commissioner one year after the date of issuance.  Any 
  1.26  remaining stamps less than 3,000 shall then be offered for sale 
  1.27  at public auction by the commissioner. 
  2.1      Sec. 2.  [REPORT.] 
  2.2      The commissioner shall report to the legislature by March 
  2.3   1, 1996, on the results of the mourning dove season authorized 
  2.4   by section 1.  The report must include a description of the 
  2.5   impact of the season on the mourning dove population in the 
  2.6   designated area. 
  2.7      Sec. 3.  [REPEALER.] 
  2.8      Minnesota Statutes 1994, section 97B.731, subdivision 2, is 
  2.9   repealed. 
  2.10     Sec. 4.  [EFFECTIVE DATE.] 
  2.11     Sections 1 to 3 are effective the day following final 
  2.12  enactment.
