  1.1                          A bill for an act
  1.2             relating to Itasca county; authorizing Itasca county 
  1.3             to exchange certain real property to acquire other 
  1.4             real property for highway maintenance facilities; 
  1.5             requiring a determination of value by the Itasca 
  1.6             county assessor. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [ITASCA COUNTY; LAND EXCHANGE.] 
  1.9      Notwithstanding Minnesota Statutes, section 373.01, 
  1.10  subdivision 1, Itasca county may exchange a parcel or parcels of 
  1.11  real property of substantially similar or equal value without 
  1.12  advertising for bids to acquire real property for maintenance 
  1.13  facilities directly related to county highways.  The estimated 
  1.14  value of the parcels exchanged must be determined by the Itasca 
  1.15  county assessor, and the exchange must otherwise comply with 
  1.16  Minnesota Statutes, section 373.01, and other applicable law. 
  1.17     Sec. 2.  [EFFECTIVE DATE; NO LOCAL APPROVAL.] 
  1.18     (a) Section 1 is effective the day following final 
  1.19  enactment. 
  1.20     (b) Section 1 does not require local approval because it 
  1.21  enables a local government unit to exercise authority not 
  1.22  granted by general law as provided in Minnesota Statutes, 
  1.23  section 645.023, subdivision 1, paragraph (a).
