relating to capital improvements; authorizing the sale and issuance of bonds;
appropriating money to construct trails in Ramsey County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,200,000 is appropriated from the bond
proceeds fund to the Metropolitan Council for a grant to Ramsey County to construct a
ten-foot-wide hard surface and board walk pedestrian and bicycle trail in Keller Regional
Park from the Trunk Highway 61 trail underpass at Lower Keller picnic area, north to the
Keller Island site and further extend the trail north to the Spoon Lake picnic area.

new text begin To provide the money appropriated in subdivision 1 from
the bond proceeds fund, the commissioner of finance shall sell and issue bonds of the
state in an amount up to $1,200,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
