A bill for an act
relating to energy; requiring study and report concerning disclosure of energy
use of residential building to owners, purchasers, and renters.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of commerce shall study the issue of disclosing the energy use
of a residence to a purchaser or renter. For purposes of this section, "residence" includes
single and multiple family dwellings, apartments, and manufactured homes. The study
must include consideration of:

(1) the energy consumption information an energy supplier, including a utility,
should furnish to a residential property owner;

(2) whether different types of energy use information disclosure should be required
for existing and newly constructed residences;

(3) the energy use information that would be useful to a purchaser or renter of a
residence; and

(4) when and to which prospective or actual purchasers or renters disclosure should
be made.

(b) The commissioner shall convene a stakeholder group to assist in the study that
must include, among others, apartment owners, manufactured home park owners, utilities,
real estate professionals, energy advocates, and consumers. The commissioner shall
report the results of the study along with any recommended legislation to the chairs of
the committees of the legislature with primary jurisdiction over energy policy by January
15, 2010.
