  1.1                          A bill for an act 
  1.2             relating to metropolitan government; authorizing 
  1.3             financing for transit and paratransit facilities and 
  1.4             equipment; removing the limitation on metro mobility 
  1.5             funding for capital costs; amending Minnesota Statutes 
  1.6             1994, section 473.39, subdivision 1b, and by adding a 
  1.7             subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 473.39, 
  1.10  subdivision 1b, is amended to read: 
  1.11     Subd. 1b.  [OBLIGATIONS; 1993-1996.] The council may also 
  1.12  issue certificates of indebtedness, bonds, or other obligations 
  1.13  under this section in an amount not exceeding $62,000,000, of 
  1.14  which $44,000,000 may be used for council transit for and 
  1.15  paratransit fleet replacement, transit and paratransit 
  1.16  facilities, and transit and paratransit capital equipment, and 
  1.17  $18,000,000 may be used for transit hubs, park-and-ride lots, 
  1.18  community-based transit vehicles and replacement service program 
  1.19  vehicles, intelligent vehicle highway systems projects, and 
  1.20  other capital expenditures as prescribed in the implementation 
  1.21  and council's transit capital plans of the board improvement 
  1.22  program, and related costs including the cost of issuance and 
  1.23  sale of the obligations.  None of the proceeds of the 
  1.24  certificates of indebtedness, bonds, or other obligations under 
  1.25  this section may be used for uniforms or for planning, 
  1.26  engineering, design, or construction of light rail transit 
  2.1   facilities.  The council may issue $32,000,000 $30,000,000 of 
  2.2   the total amount authorized under this subdivision during fiscal 
  2.3   biennium ending 1993 $30,000,000 during fiscal biennium ending 
  2.4   1995. 
  2.5      Sec. 2.  Minnesota Statutes 1994, section 473.39, is 
  2.6   amended by adding a subdivision to read: 
  2.7      Subd. 1c.  [ADDITIONAL OBLIGATIONS.] In addition to the 
  2.8   authority in subdivisions 1a and 1b, the council may issue 
  2.9   certificates of indebtedness, bonds, or other obligations under 
  2.10  this section in an amount not exceeding $50,000,000, which may 
  2.11  be used for capital expenditures as prescribed in the council's 
  2.12  transit capital improvement program and for related costs, 
  2.13  including the costs of issuance and sale of the obligations.  
  2.14  None of the proceeds of the certificates of indebtedness, bonds, 
  2.15  or other obligations under this section may be used for uniforms 
  2.16  or for planning, engineering, design, or construction of light 
  2.17  rail transit facilities. 
  2.18     Sec. 3.  [SPECIAL TRANSPORTATION SERVICE CAPITAL 
  2.19  EXPENDITURES.] 
  2.20     Notwithstanding the limitation on funding for metro 
  2.21  mobility in Laws 1993, chapter 266, section 3, subdivision 3, 
  2.22  the council may use the proceeds from the certificates of 
  2.23  indebtedness, bonds, or other obligations issued pursuant to 
  2.24  Minnesota Statutes, section 473.39, subdivisions 1b and 1c, to 
  2.25  pay the capital costs of special transportation service in the 
  2.26  metropolitan area. 
  2.27     Sec. 4.  [EFFECTIVE DATE.] 
  2.28     Sections 1 to 3 are effective the day following final 
  2.29  enactment and apply in the counties of Anoka, Carver, Dakota, 
  2.30  Hennepin, Ramsey, Scott, and Washington.
