  1.1                          A bill for an act 
  1.2             relating to state lands; allowing the sale of certain 
  1.3             state forest lands; requiring the commissioner of 
  1.4             natural resources to convey certain land to the city 
  1.5             of Akeley for public purposes; authorizing the sale of 
  1.6             certain trust fund lands; authorizing the sale of 
  1.7             tax-forfeited land in Todd county; authorizing the 
  1.8             commissioner of transportation to acquire certain 
  1.9             trust fund land; proposing coding for new law in 
  1.10            Minnesota Statutes, chapter 89. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  [89.0211] [SALE OF STATE FOREST LANDS ADJACENT 
  1.13  TO PLATTED AREAS.] 
  1.14     Notwithstanding section 89.021, the commissioner may sell 
  1.15  state forest lands that are adjacent to areas platted under 
  1.16  section 92.46 in accordance with the applicable procedures in 
  1.17  chapter 92 or 94. 
  1.18     Sec. 2.  [CONVEYANCE TO THE CITY OF AKELEY.] 
  1.19     (a) Notwithstanding Minnesota Statutes, sections 84.027, 
  1.20  subdivision 10, and 94.09 to 94.16, the commissioner of natural 
  1.21  resources shall convey the land described in paragraph (c) to 
  1.22  the city of Akeley for no consideration. 
  1.23     (b) The conveyance must be in a form approved by the 
  1.24  attorney general and must provide that the land reverts to the 
  1.25  state if it ceases to be used for the purposes described in 
  1.26  paragraph (d).  If the land is pledged as security for a loan 
  1.27  for these purposes, the right of reverter is waived in favor of 
  1.28  the lender. 
  2.1      (c) The land to be conveyed is located in Hubbard county 
  2.2   and is described as follows:  Lots nine (9) and ten (10) in 
  2.3   block five (5), and all of block six (6), of the Plat of Akeley 
  2.4   Industrial Gardens. 
  2.5      (d) The city of Akeley intends to use the land for 
  2.6   expansion of a city park and for senior citizen housing. 
  2.7      Sec. 3.  [CONDEMNATION OF TRUST FUND LAND; BELTRAMI 
  2.8   COUNTY.] 
  2.9      Notwithstanding Minnesota Statutes, sections 92.45 and 
  2.10  103F.535, or other law to the contrary, the commissioner of 
  2.11  transportation may acquire the following described trust fund 
  2.12  land, except minerals and mineral rights, by eminent domain: 
  2.13     that part of Government Lots 1 and 2, the Northwest Quarter 
  2.14     of the Southeast Quarter and the Southeast Quarter of the 
  2.15     Southeast Quarter, all in Section 36, Township 147 North, 
  2.16     Range 34 West, shown as Parcel 1 on Minnesota Department of 
  2.17     Transportation Right of Way Plat Numbered 04-23 as the same 
  2.18     is on file and of record in the office of the County 
  2.19     Recorder in and for Beltrami County, Minnesota.  
  2.20     The department of transportation needs the land as a 
  2.21  maintenance storage site to house material, machinery, tools, 
  2.22  and supplies for constructing, repairing, and maintaining the 
  2.23  trunk highway system. 
  2.24     This section is effective the day following final enactment.
  2.25     Sec. 4.  [SALE OF TAX-FORFEITED LAND; TODD COUNTY.] 
  2.26     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  2.27  282.018, subdivision 1, Todd county may sell the tax-forfeited 
  2.28  land bordering public water that is described in paragraph (c), 
  2.29  under the remaining provisions of Minnesota Statutes, chapter 
  2.30  282, because it has determined that the county's land management 
  2.31  interests would best be served if the lands were returned to 
  2.32  private ownership. 
  2.33     (b) The conveyance must be in a form approved by the 
  2.34  attorney general. 
  2.35     (c) The land that may be conveyed is located in Todd county 
  2.36  and is described as Lot 7 and Lot 8 of Little Deer Beach, on 
  3.1   Little Osakis Lake, in Leslie Township, Section 26, Township 129 
  3.2   North, Range 35 West. 
  3.3      Sec. 5.  [SALE OF TRUST FUND LANDS.] 
  3.4      Notwithstanding any law to the contrary, the following 
  3.5   described trust fund lands, Lot 1, Block 1, Gold Mine on the 
  3.6   River, and Government Lot 7, except the part platted as Lots 2 
  3.7   and 3, all in Section 36, Township 67 North, Range 18 West, St. 
  3.8   Louis county, may be sold to the lessee under the provisions in 
  3.9   Minnesota Statutes, chapter 92. 
  3.10     Sec. 6.  [EFFECTIVE DATE.] 
  3.11     Sections 2 and 4 are effective the day following final 
  3.12  enactment.
