  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the board of trustees of the Minnesota state 
  1.4             colleges and universities for capital improvements at 
  1.5             University Center Rochester; authorizing the sale of 
  1.6             state bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [UNIVERSITY CENTER ROCHESTER; APPROPRIATIONS.] 
  1.9      Subdivision 1.  [HEALTH SCIENCES CENTER.] $11,399,000 is 
  1.10  appropriated from the bond proceeds fund to the board of 
  1.11  trustees of the Minnesota state colleges and universities to 
  1.12  transform Rockenbach gymnasium into a two-story health sciences 
  1.13  center; upgrade laboratories and classrooms and colocate all 
  1.14  University Center Rochester nursing programs and faculty; 
  1.15  remodel select areas of University Center Rochester main campus 
  1.16  buildings; and remodel select areas of Heintz Center to expand 
  1.17  the existing dental clinic and create a community primary care 
  1.18  clinic providing a level of care for underserved populations as 
  1.19  well as additional clinical training sites for University Center 
  1.20  Rochester students. 
  1.21     Subd. 2.  [UTILITIES, ROADS, LIGHTING, 
  1.22  LANDSCAPING.] $3,400,000 is appropriated from the bond proceeds 
  1.23  fund to the board of trustees of the Minnesota state colleges 
  1.24  and universities to install utilities infrastructure supporting 
  1.25  the University Center Rochester campus master plan; relocate the 
  1.26  maintenance garage and underground gas tanks that are presently 
  2.1   located across from the day care center; install lighting on the 
  2.2   new East West Campus Road to increase safety; reconfigure roads 
  2.3   to improve accessibility and handicapped access linking the 
  2.4   campus entrance, main building, and regional sports center; and 
  2.5   provide landscaping east of the sports center and trail work 
  2.6   around Mayo Run. 
  2.7      Subd. 3.  [BOND SALE.] To provide the money appropriated in 
  2.8   this act from the bond proceeds fund, the commissioner of 
  2.9   finance shall sell and issue bonds of the state in an amount up 
  2.10  to $14,799,000 in the manner, upon the terms, and with the 
  2.11  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.12  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.13  4 to 7. 
  2.14     Sec. 2.  [EFFECTIVE DATE.] 
  2.15     This act is effective the day following final enactment.
