  1.1                          A bill for an act 
  1.2             relating to education; requiring student approval for 
  1.3             state public higher education system tuition increases 
  1.4             of more than three percent per year over the next 
  1.5             biennium; allocating money from any increase over the 
  1.6             three percent tuition limit to the campus that 
  1.7             approved the increase. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TUITION INCREASES ABOVE THREE PERCENT; STUDENT 
  1.10  APPROVAL REQUIRED.] 
  1.11     Notwithstanding Minnesota Statutes, section 135A.04, the 
  1.12  board of regents of the University of Minnesota and the board of 
  1.13  trustees of the Minnesota state colleges and universities shall 
  1.14  not increase tuition more than three percent in each year of the 
  1.15  biennium beginning July 1, 1995, for any program or course of 
  1.16  instruction on any campus, unless a majority of the elected 
  1.17  members of the governing body of the recognized campus student 
  1.18  association approves a tuition increase of more than three 
  1.19  percent.  The campus student association governing body shall 
  1.20  first hold at least one public hearing on the issue and permit 
  1.21  students and other affected persons to present testimony.  If 
  1.22  the campus student association governing body approves a tuition 
  1.23  increase of more than three percent, the board of trustees or 
  1.24  the board of regents shall allocate to that campus all revenue 
  1.25  generated by the tuition increase above the three percent 
  1.26  limit.  The appropriation of state money to the board of regents 
  2.1   for the biennium beginning July 1, 1995, is contingent upon 
  2.2   compliance with this section. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective the day following final enactment.
